  • Consisted of team oversight of seven estimators, nine cost specialists, and four schedulers for the Project Controls Department in the Western Al Anbar, Iraq, Theatre of Operation, to support O&M and mega construction at nine military bases supporting 50,000 troops and 20,000 civilian contractors, two airports, 5,000 structures, and 200 miles of roadways.
  • Responsibilities included the development of department operating procedures, the creation of RFPs (Requests for Proposal) in adherence to the Sands Book, FAR 415, TINA, Scope of Work, cost tracking, and compliance with government regulations, CAS (Cost Accounting Standards).
  • Negotiate directly with the customer as the acting Contractor Administrator for all RFPs and Change Orders to the contract.

Project Accomplishments -

  • Created, negotiated, and implemented the RFP Basis of Estimate of approximately 1.2 billion dollars yearly, covering O&M and construction in a major theater of war operation.
  • Created an accurate resource tracking program using P3 Primavera for over 1,100 pieces of construction equipment, and 1,400 vehicles to ensure a higher rate of project readiness.
  • Oversight of a $1.2 billion per year budget, with a 3% to 4% budget underrun for three consecutive years.
  • 97% on-time and under-budget completion of projects by implementing enhanced estimating, project management, and scheduling practices.
  • Negotiated the largest change order in LOGCAP history to remodel and co-operate commercial airport facilities for military assistance at Al Asad Air base: $28 million in construction and $10 million per year for airport operations and maintenance.
