• Employing successful and outside-the-box methods while working as a Master Scheduler and Planner in the creation of high-level and detailed mega project proposals with 7,000 to 40,000 project activities.
• Generating cost and resource-loaded P6 schedules for multi-billion-dollar project proposals throughout the United States for several types of P3 Projects, Design Build Infrastructure Projects in the $500 million to $5 billion range, including high-speed rail, large highway projects, and highway mega projects.
• Addressed matters directly at the project site level, assisting CEOs, PMs, and clients in working out issues to include Time Impact Analysis and Claims.
• Work with subcontract scheduling groups for proposal and field contracting support, creating a cost saving for the life cycle of the projects, taking into account different geological locations.

• Created, cost-loaded, detailed, revised, and tracked the Facility Baseline Progress Schedule for the $1.7 billion North Tarrant Express Mobility Partnership.
• Negotiate directly with the customer and client for approval of Schedule Analysis, Cost Analysis, to create, submit, and negotiate Quarterly Application for Payment Requests.

Project Accomplishments-

• The project was completed nine months early due to revising the construction sequencing strategy dealing with utility companies and railway companies.

• Consisted of team oversight of seven estimators, nine cost specialists, and four schedulers for the Project Controls Department in the Western Al Anbar, Iraq, Theatre of Operation, to support O&M and mega construction at nine military bases supporting 50,000 troops and 20,000 civilian contractors, two airports, 5,000 structures, and 200 miles of roadways.
• Responsibilities included the development of department operating procedures, the creation of RFPs (Requests for Proposal) in adherence to the Sands Book, FAR 415, TINA, Scope of Work, cost tracking, and compliance with government regulations, CAS (Cost Accounting Standards).
• Negotiate directly with the customer as the acting Contractor Administrator for all RFPs and Change Orders to the contract.

Project Accomplishments -

• Created, negotiated, and implemented the RFP Basis of Estimate of approximately 1.2 billion dollars yearly, covering O&M and construction in a major theater of war operation.
• Created an accurate resource tracking program using P3 Primavera for over 1,100 pieces of construction equipment, and 1,400 vehicles to ensure a higher rate of project readiness.
• Oversight of a $1.2 billion per year budget, with a 3% to 4% budget underrun for three consecutive years.
• 97% on-time and under-budget completion of projects by implementing enhanced estimating, project management, and scheduling practices.
• Negotiated the largest change order in LOGCAP history to remodel and co-operate commercial airport facilities for military assistance at Al Asad Air base: $28 million in construction and $10 million per year for airport operations and maintenance.

• Duties consist of construction planning for expanding facilities and O&M operations within the Western Iraq Theatre of Operation, supporting requirements for nine military bases in an area the size of a small state.
• Create schedules for construction projects, operations and maintenance, theater personnel movement, movement of materials, and equipment.

Project Accomplishments:

• Turned project schedule completions from 10% to 85%, on or ahead of schedule.
• Completed build of the largest the DFAC Dinning Facility able to feed 7500 meals per hour.

• Duties consisted of project oversight, of Dallas Park Department, Dallas Housing Authority, and Fire Stations

• Responsible for overseeing all aspects of project management, for Police Stations, Data Centers, DFW Airport Terminal D, Rail Stations, Glycol Field System, Pump Stations and Dallas Arboretum.
