FEMA Reservist are an incident management workforce staffing component for Joint Field Office (JFO) with Presidential declared emergency. Reservist are deployed to perform disaster field activities directly related to specific disaster, emergencies, projects and/or activities of a non continuous nature.

During this employment period deployed as "Program Delivery Manager" with the following FEMA declared emergencies:

• DR- 4415/4429/4450/4479 Ridgeland, MS. Position full time - scheduled and worked 40-60 hours weekly.

The FEMA Program Delivery Manager (PDMG) facilitates the Public Assistance (PA) application process, manages information collection and provides customer service to Public Assistance grant recipients, applicants and collective stake holders.

Qualification ask: 2.Excellent communication and problem-solving and organizational skills and have experience building and maintaining relationships with program leads for effective program delivery .

3.Successfully led a team or advised, coached or mentored subordinates to achieve objectives in a dynamic environment.

Note the following:

• Effectively managed the Public Assistance New model process for more than twenty-five(25) applicants from inception with the Exploratory Call to close out with the Transition Meeting. Ensured compliance and application of the Stafford Act and all other FEMA processes, policies and procedures.
• Developed and coordinated productive working relationship with the Consolidated Resource Center(CRC) 406 Hazard Mitigation/Environmental Historical Preservation and Site Inspection managers and teams.
• Establish and maintain partnerships with Local, State, Federal, Tribal and eligible non- profit organizations. Ensured all eligible recipients had equal access to services and programs they qualify under the Presidentially declared event
• Developed and implemented emergency management plans, for assessment of disaster recovery planning for grant management administration and award. With the ultimate objective of returning Applicant to Pre Disaster condition, timely and cost effectively.
• Created and developed damage and restoration/rebuild projects ranging from $3,300 to $6.5mil
• Completed daily DILO-WILO reports and monitored project status tiles with the Grants Manager data system.
• Secured, managed and tracked Applicant agreements to ensure all disaster related damages are reported completely and accurately. Developed and maintained a relationship of trust, respect and integrity with all applicants with a focus on the highest level of customer service
• Improved quality processes for increased efficiency and effectiveness for all data submitted into Grants Manager for review of the Applicant, FEMA Public Assistance Group Supervisor (PAGS) and the Consolidated Resource Center (CRC) for grant award for funding
• Managed the service delivery process from inception to completion to include but not limited to Applicant briefing; recovery scoping meetings; damage dimensions and descriptions(DDD) ; scope of work(SOW) ;scheduling site inspections and exit briefing. Serve as focal point with communications and processes for Applicant with Environmental & Historic Preservation, Mitigation and Site Inspection.
• FEMA performance rating meets or exceeds standards in all areas and deployments.

• Managed staff of ten(10) professional insurance Coordinators in all aspects of their duties and responsibilities to include, hire, fire, training and performance evaluations.
• Developed and administered organizational processes, policies, and procedures inclusive of the matrix system integrating guidelines from Federal, State and Local officials.
• Managed annual departmental operating budget in excess of $106,000
• Maintained and enhanced knowledge of all applicable industry regulations, laws and guidelines with continuous education and training in all areas of responsibilities.

• Leadership and supervision of a staff of twenty four (24) healthcare professionals with assigned ambulatory outpatient clinics inclusive of in-patient units and all Network of Care (NOC) sites.
• University of Mississippi Medical Center with $250mil annual budget provided services to the communities of Jackson, Durant, Lexington, Madison and Flowood Mississippi.
• Provided emergency/hazard training for response and recovery operations focused on the provision of resources to patients and survivors and meeting the needs of federal, state, tribal and local government officials as well as voluntary, faith based organizations and all other partners/stakeholders.
• Implemented the first Telehealth System for Mental Illness following Hurricane Katrina for the Division of Psychiatry. Development of all services to include but limited to health care visits, billing and patient scheduling.
• Led periodic meetings, weekly and others regarding "Hot Topics", Insurance issues, and adherence to policies, procedures, ethics and organizational bylaws. Ensure lines of communications followed the 360 management model.
• Developed and administered project objectives and time lines in collaboration with Project Managers/Leaders. Projects met deadlines, objectives and improved organizational effectiveness on a consistent basis,
• Ensure all employees/ team members received required and optional training in accordance to the University of Mississippi Medical Center policies and procedures. Developed and collaborated on performance management goals, objectives and thresholds for the team.
• Conducted user interviews to develop creative and and effective solutions to the needs of the business. Meetings enabled the team to identify , alternatives, analyze impact and develop implementation strategies for the most successful outcome while keeping all levels of the team in the loop.
• Consistently communicated project status to Project Manager, project team members, senior management, and vendors .Ensured the successful implementation and support of the project at all levels of the organization.
