CLASS CHARACTERISTICS

This is a journey-level class of the Advanced Water Treatment series that is responsible for performing a full range of duties as assigned while also working under a Lead Advanced Water Treatment Operator. Incumbents do not supervise other employees but may give directions to subordinates for specific tasks. Advanced Water Treatment Operator-II

This is the intermediate-journey level of the Advanced Water Treatment Operator series. Employees in this classification receive limited supervision within a framework of well-defined policies and procedures. After the initial onboarding, employees are expected to independently perform semi-skilled treatment operator duties and assignments throughout all treatment plant processes while learning and assisting in skilled tasks.

Advanced Water Treatment Operator-III

This is the full journey level of the Advanced Water Treatment Operator series. Employees in this classification receive limited supervision within a framework of well-defined policies and procedures. After the initial onboarding, employees are expected to independently perform skilled treatment operator duties and assignments throughout all treatment plant processes while learning and assisting in advanced skilled tasks on the district’s water systems. Employees in this position perform daily, weekly, and monthly inspections with detailed records, maintain compliance with the Department of Health Services (DOHS), understand Supervisory Control and Data Acquisition (SCADA), production system operation, nitrate system blending, and perform related duties and responsibilities as assigned.

ESSENTIAL FUNCTIONS

Advanced Water Treatment Team members are responsible for ensuring Title 17, 22, AWWA, and District standards are upheld. The effective performance of this team is essential for the long-term sustainability and reliability of the district’s water treatment systems. The team operates, monitors, and maintains various water treatment facilities and processes in accordance with the District’s Operational Permit approved by the California State Water Resource Control Board. Employees are expected to utilize their skills and abilities in the following areas but are not limited to:

DEFINITION

Under limited supervision or within established guidance, performs a variety of skilled assignments in the District’s Utilities Water or Wastewater Systems. If placed in this position employees will lead staff and perform construction and maintenance related duties on the District’s water and wastewater related pipelines, valves, lift stations, air-vacs, hydrants, manholes and facilities. Employees will provide support to other District operational needs and possibly with surrounding agencies as mutual aid.

CLASS CHARACTERISTICS

This is the advanced journey level of the Utilities Technician series and requires experience in related areas. This job class may train, direct, and monitor the work of others in the accomplishment of specific projects as assigned. Most positions in this classification periodically rotate among several activities: 1) acting as a working lead person on either a small crew or a large installation crew; 2) serving as a underground utility locator; 3) performing skilled field investigations; 4) installing and replacing pipelines, hydrants and making large taps, Installing manholes, lateral connections and other water and wastewater related infrastructure; 5) inspecting and operating gate valves.   • Performs field work on mobile and stationary generators; may visit remote sites to assist with vehicle breakdowns, flat tires, or to arrange towing.
  • Operates trucks and construction equipment such as backhoe; reports mechanical or other problems; keeps truck stocked with supplies and materials.
  • May operate a jackhammer; repairs concrete and replaces asphalt.
  • Orders parts and maintains vehicle parts inventory; fabricates and modifies brackets, braces and other vehicle parts and equipment; uses various welding equipment and cutting tools applying a variety of techniques to construct, repair or modify parts and equipment.
  • Maintains routine records including fleet maintenance records to include dates of service, repairs made, parts used and recommended future service.
  • Participates in the evaluation of vehicles due for replacement and the selection of replacement vehicles.
  • Performs variety of regulatory inspections.
  • Provide technical assistance and training as required; recommend work methods and procedures.
  • Work cooperatively with the public, employees, department management, outside vendors and customers.
  • Performs other tasks/functions deemed necessary to the daily operation of the District.

Knowledge of

  • Principles and practices of fleet and facilities maintenance.
  • Equipment, tools, methods, techniques, and materials associated with the maintenance and repair of a wide range of fleet and facilities.
  • Working knowledge of construction practices related to general carpentry, concrete forming and finishing, electrical and lighting installation, painting, pipe fitting, conduit installation, wire pulling and various works of this nature.
  • Shop tools and equipment common to the mechanic field.
  • Safe work methods and safety regulations pertaining to mechanical work.
  • Use and operation of various arc welding equipment, cutting tools and materials.
  • Practices and procedures of shop and field welding.
  • Lubrication systems, including oils and greases used in servicing and maintaining vehicles and equipment.
  • Methods, techniques, tools and equipment used to align vehicles and equipment.
  • Pertinent Federal, State and local laws and regulations.

Minimum Qualifications

Education

Graduation from high school. Completion of a formal course of instruction in auto mechanics at an accredited college or university, trade or vocational school is highly desirable.

Experience

Fleet and Facilities Technician I

Any combination of experience and education that provides the required knowledge and abilities is qualifying, along with the specific licenses/certifications as outlined below:

  • Two years of experience performing repair and maintenance of vehicles (gas or diesel engines), equipment (light and heavy duty), and/or facilities maintenance in carpentry, plumbing, electrical, custodial, or heating and air conditioning work.

Fleet and Facilities Technician II

Any combination of experience and education that provides the required knowledge and abilities is qualifying, along with the specific licenses/certifications as outlined below:

  • Four years of journey level experience performing skilled repair and maintenance of vehicles (gas or diesel engines), equipment (light and heavy duty), and/or facilities maintenance in carpentry, plumbing, electrical, custodial, or heating and air conditioning work.
  • Successful completion of Department Administered Fleet and Facilities Technician-II Proficiency Exam.

Fleet and Facilities Technician III

Any combination of experience and education that provides the required knowledge and abilities is qualifying, along with the specific licenses/certifications as outlined below:

  • Six years of journey level experience performing skilled repair and maintenance of vehicles (gas or diesel engines), equipment (light and heavy duty), and/or facilities maintenance in carpentry, plumbing, electrical, custodial, or heating and air conditioning work.
  • Successful completion of Department Administered Fleet and Facilities Technician-III Proficiency Exam.

Licenses/Certificates

Fleet and Facilities Technician I

  • Possession of or ability to obtain within one (1) year of employment a valid Class A California driver's license with required endorsements and a satisfactory driving record.
  • Possession of or ability to obtain within one (1) year of employment a valid Certificate from the National Institute for Automotive Service Excellence (ASE) as a Certified Automotive Technician.
  • Possession of, or ability to obtain, certification from District-provided CPR/First Aid training is required.

Fleet and Facilities Technician II

  • Licenses and certifications of a Fleet and Facilities Technician I.
  • Possession of a valid Certificate from the National Institute for Automotive Service Excellence (ASE) as both a Certified Automotive and Medium/Heavy Truck Technician.
  • Possession of EPA Section 609 refrigerant certification.

Fleet and Facilities Technician III

  • Licenses and certifications of a Fleet and Facilities Technician II.
  • Possession of a valid California Class A driver's license with required endorsements and a satisfactory driving record.
  • Possession of (2) Automotive/Light Truck ASE certifications and (2) Medium/Heavy Truck ASE certifications.
  • Possession of EPA Section 609 certification.

Physical Requirements
