Summary

I am a Warranted Contracting Officer with an Unlimited Warrant and a Contingency Contracting Officer with a Unlimited warrant. I have negotiated, executed, and managed 45 long- term contracts valued at over $1 Billion to support the readiness of United States troops worldwide. I have led a team of four others in bidding and overseeing specific United States Air Force prime vendor contracts. I have overseen post-award functions, including the exercise of options, adding groups, termination for default, partial terminations, premium payment for expedited items, and modifications to delivery/quantity. I've negotiated with vendors resulting in annual savings of over $70,000 for the government. I worked closely with legal counsel, Small Business Review, the Contract Review Division, the Acquisition Review Board, and the Pricing Analyst to comply completely with all government regulations. I am experienced in providing onsite advice to business units and project teams on contract management and policy compliance matters, complex inquiries regarding contract obligations/revisions, and risks/issues, and I have suggested alternatives that led to the best solution. I develop acquisition planning and procurement objectives to create complex high-dollar value supply and service contracts with significant interest to the agency and customer agency/organizations using highly intricate contractual strategies. I conduct market research and analysis of unique requirements, potentially without historical precedent, contract history, and precise specifications. I develop acquisition strategies to fit each unique requirement, in some instances with a limited industrial base. I have created, negotiated, and administered commercial contracts and subcontracts above and below the SAT in accordance with internal/external policies and procedures, applicable laws, customer requirements, and FARs, DFARs, and AFFARs. I managed contractual obligations and provided continual reviews to meet all terms and conditions.
