Aaron Watson

Within UDOT’s Central Construction/Civil Rights Division, Aaron conducts quality assurance reviews on all construction projects for final project closeout. These reviews include all construction and civil rights documentation needed for State and Federal audits. He organizes and performs Compliance Reviews with select contractors every year during active construction projects to ensure adherence to federal regulations. Documentation is obtained and reviewed concerning equal employment, fair wages, recruitment efforts, and employee actions (hiring, firing, promotions, etc.). Other tasks that Aaron perform include, Construction Cost Index quarterly reporting, contractor pay estimate processing, change order assistance, project advertising reviews, and project claims processing. Aaron has worked diligently to streamline all processes he performs in this capacity. He has reduced the review times and created numerous tools to assist in the documentation and calculation of required items needed for compliance.

As a Project Manager, Aaron is responsible for client relations, obtaining and scoping work, and then overseeing the project from start to finish. He prepares scopes of work and fees for project contracts. He conducts milestone review meetings, keeps projects on schedule and on budget. He performs quality control and quality assurance reviews to ensure project completeness and compliance. Aaron has also had the experience of being a Design Oversight Manager for large design-build projects. In this responsibility, he managed the design oversight team which required constant coordination with the contractor/designer and the reviewing agencies.

Aaron’s design experience includes traffic signal/intersection, roadway, drainage, beautification/enhancement, utilities, pedestrian trails, residential development, and freeway. He has designed over 40 traffic signal design projects. He performs peer reviews and organizes the documentation for record keeping. Aaron works with the various teams within the project; including environmental documents, landscape architects, utility companies, and structural engineers. Aaron is very familiar with agency standards and works with the team to ensure adherence to these standards.

Aaron’s work as a construction engineer/inspector included coordinating between contractor and agency, obtaining material certifications, checking materials testing, managing schedule and budget, producing pay estimates, overseeing traffic control and pedestrian safety, field design changes, verification of quantities, documentation, and creation of change orders.
