▪ Responsible for listening to, understanding, and translating spoken or written statements, laws, policies,
▪ Work with key stakeholders such as Program Management and Functional Area Managers to manage existing
subcontracts by ensuring their performance meets program safety and quality requirements.
▪ Performs monthly cross-functional integration with new hire mentors by conducting training in reference to the
Afghan labor law and supplier obligations to the prime contractor.
▪ Responsible for updating and maintaining the Subcontract PerStat/Daily Accountability Roster Report for the
Mentors, Advisors, and Interpreters working at various locations throughout Afghanistan in support of the Security
Ministries of Afghanistan, Advisory programs, Afghanistan National Army (ANA) through the Ministry of Defense
(MOD) and the Afghanistan National Police (ANP) through the Ministry of Interior (MOI).
▪ Oversee various types of Master Agreements and subcontractors for the programs in coordination with Performance
Excellence, Finance/Accounting, Human Resources, legal etc.
▪ Conduct unannounced CTIPS audits with the subcontractors providing Labor services i.e., linguists/Translators, by
ensuring they comply with the Afghan Labor Law and contractual obligation.
▪ Oversee and identify areas of non-compliance through Financial and operational audits in order to avoid any adverse
impact on the program.
▪ Support Procurement and Operational Activities throughout the subcontract lifecycle that entails Subcontract Award,
Execution, Performance Monitoring, performance rating, Corrective action and subcontract closeout.
▪ Conducting Internal Audits as it relates to Supplier Management Performance Excellence on (Financial Audit,
Operational Audit and CTIPS Audits for both ANA/ANP Programs.
▪ Assist in revision and update ANA and ANP program sensitive and non-sensitive policy, SOW and procedures,
plans, and exhibits for DOD contracts (W560MY-15-C-0005, W560MY-15-C-0006 & W560MY-19-C-0002).
▪ Brief all Mentors and Advisors regarding Translators' requirement, Service utilization in the program on their arrival in
Afghanistan for the capacity building of the Afghan National Army and the Afghan National Police.
▪ Validate Supplier profile, certifications, registrations, and registration with the procurement unit.
▪ Assist the business Unit Director in identifying and evaluating technical proposal prior to submission.
▪ Develop Statement of Work in conjunction with the Functional Area Manager and Business unit.
▪ Organize, plan and interpret all meetings if the need arises between DynCorp Senior Management and the local
Suppliers/Vendors.
▪ Translating documents from Dari and Pashtu to the English language.
▪ Assisting PMO Director in translating meetings and preparing meeting minutes with stakeholders.
▪ Work with RSM Advisors in order to accomplish a series of joint projects aimed at providing the ANDSF with a
stronger strategic management system.
▪ Develop relationships with senior ANDSF leaders.
▪ Coordinate activities between RSM and ANSDF teams.
▪ Provide reports, briefings, and other written and oral communications as required for RSM decision makers to
improve the efficiency and effectiveness of the Afghan Human Resource Management System (AHRIMS).
▪ Provide professional translation services when required to facilitate communications between and among RSM
officials and the ANDSF.
▪ Schedule and attend regular workshops and meetings with RSM and ANDSF staff on assigned projects areas.

▪ Develop and conduct training programs for Afghan staff.
▪ Work with Afghan staff to develop regulations, policies, and processes to support the ANDSF’s Development.
▪ Conduct independent liaison with ANDSF offices as required for assigned projects.
▪ Prepare and transmit all required correspondence.
▪ Archive files of translated documents for future reference, or until obsolete.
▪ Provide instruction to RSM and ANDSF personnel in the areas of Human Resource Management, using methods
including, but not limited to, training lectures and classes to Afghan leaders with support from RSM.
▪ Develop reporting and tracking mechanisms with the ANDSF to monitor joint working team progress.
▪ Provide a spreadsheet showing an itemized listing of completed tasks identified by RSM’s Human Resources
Management lead or his/her designate.
▪ Once a week, provide a summary of all ongoing projects in narrative form, including problem areas, progress made,
and upcoming scheduled events.
▪ Once a week, provide a list of future weekly activities, including all classes, meetings, and similar events that require
dedicated contractor time
▪ Once a week, provide a report on all conversations and interactions with ANDSF, which will include an assessment
of progress being made by the Afghan members of all projects and teams.
