ADRIANO ISAIAS UBISSE

Summary

I have been with the Ministry of Finance in Mozambique for the last 30 years, in distinct positions, from junior economist to current senior position, and participating in design, implementation and monitoring of public policies, and key economic policy reforms in Mozambique since 2004 to date.

I did participate in the preparation of the first State General Account in 2008. At the research department, I did coordinate the preparation of different medium- and long-term policy documents, including the PRSP (Poverty Reductions Strategic Paper) I (2001-2005) and II (2006-2009), Five Years Government Program (2005-2009), and MTDF – Medium term Fiscal Framework. I have been coordinating the relations with multilateral development banks since 2007, including the coordination and participation in the discussions on IMF supported programs with the IMF Staff. The Integrated Investment Program – Priority Infrastructures for 2014-2018, prepared under my guidance was a milestone towards improving the medium- and long-term infrastructure periodization, and welcomed by cooperation partners, as a strong vehicle for resource mobilization.

At the Treasury, key roles include the coordination of multilateral and bilateral cooperation, resource mobilization, debt management, and oversight of the state-owned enterprises. At this position I have been participating in a very dynamic and intense policy reform, and I can mention the following - the new law on management of state-owned enterprises; decree on management of public institutes; decree debt management and state guarantees issuance; fiscal management of decentralized institutions; and the news State Financial Management Law.

The study was commissioned by SADC with the objective of assessing Mozambique’s progress in view of the SADC agreed convergence indicators, as part of the regional integration process.
