With over 30 years of experience as an international law enforcement and security professional, I have dedicated my career to training law enforcement personnel and serving as a subject matter expert in high-risk, low-resource countries such as Haiti. Starting my work in Haiti in 1994 with the U.S. State Department's Operation Uphold Democracy, I had the privilege of leading the Overseas Security Advisory Committee (OSAC)-Haiti as Chairman from 2010 to 2014. This committee, established by the U.S. Department of State, focused on providing essential security guidance and support. Prior to my work in Haiti, I served as a former U.S. Secret Service Uniformed Officer and police officer for Prince George's County, Maryland.

Accomplishments

Part of the US mission “Operation Uphold Democracy”, a military intervention that removed the military regime installed by the 1991 Haitian coup d'état that overthrew the elected President Jean-Bertrand Aristide in Haiti. Stayed on after the end of the mission to train the Haitian equivalent of the U.D. Secret Service.

Conducted law enforcement training at the Haitian National Police Academy (firearms, closed quarter battle training, executive protection, handcuff procedures, felony take-down procedures, long-rifle training, CPR, gunshot wound training, felony car stop, defensive driving, etc). Oversaw logistical planning, day to day functions of multinational teams, equipment procurement and distribution, and other operational functions in Haiti. Liaised with Haitian National Police, U.S. State Department, security directors from international companies located in Haiti the U.N., and the U.S. Embassy.
