  • I serve as the Procurement Analyst in the DLA Headquarters, Office of Small Business Programs (OSBP). IAW FAR Part 19 – Small Business Programs, I participated in the development and implementation of a robust enterprise-wide SB Program and other socioeconomic programs. I have been the agency authority in SB Program policy and operations as it relates to both prime contracting and subcontracting IAW FAR Subpart 19.2 - Policies. I have provided expert advice for the development and implementation of SB Program policy across the enterprise. I assisted field activity SB specialists with interpretation of existing policy and take the lead in developing or revising policy. I work closely with other DLA offices on issues that are often complex and sensitive with the goal to advance the SB and other socioeconomic programs. I have participated in committees and working groups with DoD and other Federal agencies in SB and socioeconomic policy. Participating in these working groups allows me to continuously study current and proposed policies and assesses the various impacts on processes, procedures, systems, and data that impact the enterprise. I have been responsible for interpreting regulatory requirements that impact and pertains to SB and coordinate responses to major Congressional investigations. I participated in the preparation of the Director, OSBP for procurement related activities (e.g. integrated acquisition review boards (I-ARB)). I have consulted with representatives of other DLA offices and review advance planning, proposed and pending contractual actions to ensure adequate and appropriate consideration is given to SB and other socioeconomic programs. I have mastery knowledge of all contracting methods, concepts, governing regulations, policies and laws that govern the procurement process, such as the FAR, DFARs and PGI. I also ensured adequate documentation supported the file on SB related issues that are forwarded to the HQs for review. I served as the Billing Official for the offices credit card holder and ensured proper documentation and updated procedures were in place that comply with laws, regulations and policies in accordance with the Government Purchase Card. I also ensured evidential matter were stored within established Government Purchase Card timelines which assisted the Enterprise in being always accountable. I have written and implemented the agency’s Marketing and Improvement Plan. This Plan is a 2-year plan that structures how we as an Enterprise will continue on with the success of meeting our Small Business and socioeconomic goals. I am the Action Officer of this plan by coordinating and implementing our annual Acquisition and Small Business broadcasts. These broadcasts are designed to inform and educate our Small Business and Acquisition community on all areas related to FAR Part 19. I maintain the Agency’s outreach calendar and participate and assign individuals to attend various outreach events. This includes shipment of our booth and material, coordination with the host hotel and ensuring our items are returned back to us in a timely manner. These outreach events allow vendors the opportunity to learn more about DLA and how to do business with us. I prepared and planned DLA’s annual Small Business Liaison Officers (SBLO) training co-hosted with George Mason University to include large prime and small businesses. I created and conduct the first OSBP webinars. These webinars are held monthly, they educate small business contractors on Doing Business with DLA. These sessions allow potential contractors of DLA to obtain an overview of our major subordinate commands (MSCs). They provide a point of contact for all DLA supply chains. I have created and published the first OSBP Quarterly Small Business Newsletter. This newsletter incorporates articles and information across the Small Business Enterprise; Acknowledging awards received, need to know small business articles and all things related to the Small Business Program. I have created a Women-Owned Small Business program plan to increase our Agencies awards to Women-Owned small businesses. This includes training the Small Business and the Acquisition Workforce community on areas of success. I created and participated in the first Doing Business with DLA video that educates customers on our business.

  • I served as the Chief of the Procurement Oversight and Review Branch. I was responsible for the supervision of 10 Senior Procurement Analyst GS-13’s who performed contract reviews of procurement action at all stages of the procurement process. I was responsible for the full range of personnel management actions for these individuals. I managed the oversight of DLA Energy’s contracting processes to assure that the procedures used conformed to applicable laws and regulations, that required documentation is adequate, and that Contracting Officer decisions reflect sound business judgment. Provided oversight of the reviews of contracting actions at the solicitation, pre-negotiation, and pre-award phases through individual reviews accomplished by office procurement analysts in conjunction with the operation of Acquisition Review Board, which is headed by the Senior Procurement Analyst from the office. Completed post-award reviews of procurements through various techniques, including: a) Review of individual contract actions b) Review of a sample of contracts awarded under program buys c) Reviews using Procurement Management Review Techniques, focusing on actions involving specific contracting processes. IAW FAR 1.603-Selection, appointment, and termination of appointment for contracting officers, I managed DLA Energy’s Contracting Officer Warrant program. As the Chief of the Procurement Oversight and Review Branch I was responsible for reviewing contract actions entered into by all DLA Energy’s buying divisions. Major programs reviewed include Bulk fuels; Utility-type fuels (natural gas; coal; and electricity); Into-Plane deliveries; Posts, Camps, and Stations deliveries; Storage; Environmental Cleanup; and Aircraft Refueling. I have mastery knowledge of all of DLA Energy’s procurement programs. I was the liaison between DLA Energy’s buying units and DLA Headquarters, Acquisition Office (J7) for data calls, Internal Acquisition Review Process and DPAP Peer Reviews. I planned, assigned and reviewed work of subordinates based on mission priorities, consideration of the difficulty of the assignments, and capabilities of employees. I managed and participated in Acquisition Strategy Review Board (ASRB) sessions, which were meetings that involved senior acquisition officials within the buying units which were held to formally review and approve selected contract actions. ASRB sessions often required extensive preparation by me and the Procurement Analyst and members of the buying units contracting staff. I adjusted assignments based on short-term priorities and shifts in schedules of review and/or buying offices. As Branch Chief along with my staff we continually reviewed, commented upon, and recommended improvements to contractual approaches proposed by the buying units GS-13 Contracting Officers and GS-14 Division Chiefs. Positions taken almost always involved interpretations of regulations and/or procurement-related data. I developed performance standards; evaluated work performed by subordinates, and provided them with advice, counseling, and instruction on both work and administrative matters. Listen and resolved complaints from employees, referring group grievances and more serious unresolved complaints to a higher level supervisor. Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases.
