  • Integrated Logistics (ILS) lead for the AN/BST-1, AN/BRA-24, and SUBHDR systems for in-service and CLB new acquisition.
  • Responsible for managing ILS contracting team and integrating information between PMW770, PMS397, ISEAs, and program leads to meet on time deliverables.
  • Helped manage financials on contract to properly plan the execution of work with NDI based on the funding on contract.
  • Host regular meetings communicating tasking between contractors, ISEAs in Keyport, program leads in Philadelphia, and other engineering reps from Progeny and NUWC Newport.
  • Partake in critical design reviews, program reviews, ILSMT meetings, and system engineering reviews. As well as constant schedule and deliverable reviews with program offices and ISEA leads to ensure we stay on schedule with our IMS schedules.
  • Develop and maintain ILS products such as Technical Manuals, Allowance Parts Lists (APLs), Maintenance procedures, and proper part spares.
  • Work with program offices (PMW770 and PMS397L) to develop deliverable schedules and meet agreed upon dates for various ILS tasks.
  • As Code 317 LPRM I managed and developed new hires and contracting teams from TDI and Mckean while integrating them with different in-service engineering agents (ISEA).
  • Helped develop the first true Logistics health assessment product that could be used to assess health of an ISEAs logistics every year.
  • Also helped develop the integrated product assessment (IPA) tool that provides a good assessment of an ISEAs logistic products for a system and allows them to see deeper in order to better understand where some of their issues are coming from or where potential future issues will arise.
  • Worked with NSWC Corona, PMS 443, and various other fleet reps to better improve how the navy analyzes logistics and how we can be more proactive in the future.

Mechanical Engineer

Delphinus Engineering
09.2016 - 01.2018
  • Supported Code 311 in the ILS branch for NSWCPD supporting Remedy tickets, ILS health assessment, and Logistic document reviews.
  • Worked with an integrated logistic team to support ISEAs to conduct root cause analysis to determine the actual causes of system failures.
  • Helped integrate and communicate between government and contractor sides of the effort and ensure smooth flow of work between the two.

Mechanical Engineer

NSLC Mechanicsburg
05.2014 - 08.2016
  • Worked as a coop student in the level 1 subsafe program at NSLC while attending college.
  • Supported the technical branch for NAVSUP communicating between them, the engineers, sailors in the fleet, and contract vendors.
  • Created technical data packages for navy contracts as well as responding to technical inquiries for them.
  • Reviewed and analyzed technical drawings, material/chemical specifications, welding procedures, destructive/non-destructive test reports, and specification analysis to create up to date contracts.
  • Used various databases such as EIS (Engineering referrals), CDMD-OA (APL info), CITIS and NSEDR (Drawings), NECO (Solicitations), EDA (Contracts), IHS (Specifications), eLAR, SUBMEPP, and PDREP.

Major Projects and Accomplishments

AN/BST-1 CLB NEW Acquisition ILS package development

  • Currently managing a team of contractors from NDI and coordinating with the program offices (PMW770 and PMS 397L), Progeny, NUWC Newport, and Keyport to develop the new CLB class ILS package as part of a system redesign from the old OHIO Class submarines. This project requires heavy coordination and communication between NUWC Newport, Progeny, and NSWCPD as each group is responsible for one major subsystems development. This project is also reliant upon proper financial management of our fuding that we have as well as the funding sent over to our contractors. I am currently closely monitoring our contractor funds and deliverables to ensure we are on track. In order to make sure each subsystem is made within proper specifications and alignment with the other two there has been countless design reviews, program reviews, regular IPT meetings, and constant communication throughout.
  • I am currently leading a team to develop the new technical manuals based off of the old OHIO manuals. This involves consolidating three antiquated manuals that werent in the popper format and then revising them with the new design technical information. This also involves coordinating with Progeny who is responsible for the launch control system and Newport who is responsible for the buoy development.
  • I am also in the process of developing logistic baselines for APL development as we receive the completed drawings for each subsystem. As well as working closely with SUBMEPP and Keyport to develop the new O,I,&D level maintenance.
  • I have also had to work closely with PMS397L and PMW 770 to develop and maintain IMS deliverable schedules to ensure we are meeting the proper build timeline with Electric Boat.

ILS System Health Assessment and IPA Development

  • Collaborated with the different ILS product lines in code 31 (tech manuals, EOSS, provisioning, and maintenance) to develop the ILS health assessment which input various ILS data points and puts out a scoring that denotes the health of a systems logistics.
  • I combined our data with failure data from NSWC Corona and conducted readiness reviews where we would get the ISEAs to sit down with us and review the data and combine it with their engineering and fleet knowledge to help piece together failure data points to fix fleet issues.
  • I also helped develop the ILS Product Assessment (IPA) tool that takes in APLs, sparing data, hull applicability data and even TMs and runs a automated script we worked with TDI to develop that spits analyzes them and spits out a IPA report. By refining this tool we were able to automate it to know what to look for and what patterns to recognize and flag. The output report could be reviewed and used to find discrepancies and areas of concern that could be responsible for current issues or even future ones.
  • This process and IPA report allowed us to be more effective in supporting ISEAs and help provide a very useful service for them since they are already extremely busy and often times don't have funding to do logistic deep dives. This tool would provide OQE to justify conducting a deep dive and allow ISEAs to help request funding.
