· Implement HSE policies and procedures and establish pro-active programs to detect and mitigate unsafe acts and conditions and to oversight the activities to ensure that the client Codes of Practice as per the Agreement are being implemented.

· Conduct oversight the construction worksite to ensure compliance to the approved construction method statements and Risk Assessments(/JSAs/TRAs/HEMP/POWRA) for various construction activities.

· Formulation, Review and ensure implementation of HSE /Safety Plan, strategies, objectives and policies Procedures; Formats, SWP’s, PTW, HSE Statistics Control /Safety Reports, Monthly KPI, HSE presentations, Training & Motivation required for management reporting.

· To lead HSE team in a cohesive manner to give best effort and liaise with company’s management policy and procedures.

· Conduct/Participate Management safety walkthrough in coordination with contractors/client and highlight positive observations as well as room for improvements to set high standards safety on the project.

· Drive all aspects of the incident and near miss reporting, investigation, follow up and support the quality closure of actions and Lead all recordable incident investigation for assurance that root causes are identified and mitigation measures are implemented comprehensively

· To lead HSE team in a cohesive manner to give best effort and liaise with company’s management policy and procedures.

· Support HSE Audits and implement recommendations striving to maintain ISO 14001 compliance (including Journey Managements, Incident investigations, etc.)

· Assisting in various training & awareness programmes in terms of legislative and regulatory requirements and best practices.

· Incorporates essential safety requirements in all purchasing and contracting actions. Recommends the purchase of safety equipment, related supplies, and personal protective equipment (PPE) in accordance with established company requirements. Maintains awareness of safety requirements and makes recommendations for their implementation.

· Preparation and Review of Risk Assessments/JSAs/TRAs of various construction activities.

· Co-ordination between contractors and clients to necessary implementation and follow-up.

Evaluation& rewarding of safety performances through incentives, schemes and Controls of safety violation within scope of limits with company’s rules and regulations

· Managing all Safety Sr. /Jr. Officers according to construction activities & keep monitoring their performances, ensure proper supervision on site. And motivate for team efforts to maintain high level safety on site.

· Identifies and evaluates hazardous conditions and practices in the workplace. Undertakes surveys to identify and evaluate occupational health, safety and environmental conditions. Conducts and coordinates on-site inspections to audit physical conditions and safe work practices. Provides advice and counsel concerning compliance with corporate safety regulation and procedures.

· Anchoring on-site construction activities with favorable safety culture and project review safety meetings to ensure completion of project well without any lost time injury & effective resource utilization to maximise the output zero fatality and no harm.

· Dealing all personnel protective equipment and safety related materials with project managements and ensure availabilities according to company or client requirements.

Coordinates the implementation of controls from results of hazard through HEMP (Hazard Effect Management Plan) analyses and Measures and evaluates the effectiveness of the hazard control system, policies, and procedures and recommends changes that reflect improved opportunities to eliminate work place incidents and injuries.

· Reviews and analyzes injury, property damage, and works with management to prepare comprehensive recommendations for corrective action to eliminate or minimize potential hazards.

· Assists management with monitoring adherence to department safety program by employees and contractors.

· Formulation and Review of Risk assessment systems, JHA, TRA, HEMP and proper implementation thereof.

· Direction & ensuring implementation of daily HSE duties and programs.

· Managing Contractors & Vendors of all trades (Civil, Mechanical, Electrical, etc.); and enforcing HSE compliances.

· Formulation, Implementation and ensuring of "Permit to Work" in place and ensure that it is followed properly.

· Supervised safety for Ambatovy Pipeline AR 01 TO AR 14 with critical activities in terms of Environmental (flora & fauna) challenges like Heavy rain, huge River/stream crossings, high mountains & deep valley for construction associated with Ambatovy Pipeline installation and commissioning.

· Handled a safety team for utility process area involved critical activities like Structural erection, heavy lift (turbine, boiler, vessel, separator &exchanger etc.) confined space entry, erection and installation, use of mobile elevated work platforms (MEWPs), scaffolding and erection Work (which includes process unit of expansion and flow lines) in dangerous situation of H2S exposure and leakages.

· Swift ramp up of in process Expansion Project, after successful train 6 and record time completion without any lost time injury.
