Assist the Government in the role of Contract Specialist supporting the Launch and Test Range Integrated Support Contract (LISC). Apply FAR, DFARS, AFFARS and other regulations, directives, or policies to contract actions. Conduct market research as necessary to assist in the government in their determination of commercial or non-development items for project needs. Collaborate with Range customers to resolve and complete action items originating from weekly meetings. Receive and review requirements packages for completeness and accuracy. Review project RFPs for accurate pricing, cost reasonableness and fairness, prepare the Government’s objective then negotiate on behalf of the Government PCO. After receipt and review of technical evaluations, draft pre-negotiation memorandums or Acquisition Narrative for CO review. Coordinate, process and disseminate bilateral and unilateral agreements on behalf of the government, such contract actions as incremental funding; funds realignment; de-obligating funds; PoP extensions; H-Clause Support; PWS de-scope; Contract Change Proposals (CCPs); exercising yearly Options; administrative corrections (ACRNs, LOA, etc.…); SOO and SOW requirements; SCA WD & CBA adjustments; and any additional modification support required by the Government. Perform electronic contract file maintenance to ensure compliance with the FAR in both the shared drive and the KTFileShare system. Assist and advise the Government in analyzing, interpreting, monitoring, disseminating, and accurately resolving all tasks to include but not limited to internal and external organization inquiries, requests, and assignments to ensure deadlines are met.
