In my position I supervise unit claims examiners
I am responsible for performance and Operational plan goal results of the personnel assigned to the unit
I also develop unit or office procedures and design workflow for the District Office unit and coordination among units
I develop practical methods for the District Office personnel to accomplish program goals by analyzing unit or office staffing requirements, identifying training needs, computer resources and working procedures
I am responsible to provide policy guidance and direction to subordinate claims examiners for resolving novel or precedent setting issues by considering the level of difficulty of the assignments by applying knowledge of procedural steps, documentation requirements, time requirements and various types of cases to maintain records and check for accuracy and completeness of documents
I also ensure integrity of claims related data in the automated system, develop, and enforce necessary procedures to ensure data is current and accurate
I perform special assignments as directed and assigned
I assist and advise the District Director with achieving the mission of the Program and operational goals, planning, policy matters, overall administration and provide guidance on problem cases as well as on major projects and problems that may arise
I also identify training needs and develop training plans for unit staff
I recommend personnel actions of subordinate staff and uphold the highest ethical standards

As a senior claims examiner, I independently adjudicated highly complex occupational illness and survivor claims
I was responsible to examine illness and survivor cases for factual and medical sufficiency for three claims examiners
I also conducted appropriate research and investigation to ensure that decisions were consistent with law, regulations and Worker's compensation procedure manuals
I assumed responsibility for cases under investigation for potential fraud
I also determined the need for, scheduled, and conducted conferences either in person or by telephone to resolve controversial and contested claims by negotiating with claimants, employers, attorneys, representatives, physicians, contractors and congressional offices to achieve amicable resolutions
I also resolved differences concerning interpretations of law, regulations and procedures among GS 11 and lower graded claims examiners
I exercised certification authority on all payments
I also exercised signature authority on all recommended decisions
I also applied probability of causation algorithms on claims involving radiogenic cancers as promulgated in regulation by the Department of Health and Human Services
I was also responsible to take timely action on claims remanded by the Final Adjudication Branch
I also was responsible for training and mentoring of GS 07, 09 and 11 Claims Examiners concerning interpretation of regulations as well as policy and procedures
I ensured that development actions, NIOSH referrals and recommended decisions are in accordance with existing procedures, policy and related legal documentation
I kept up with new changes in office policy and procedures and ensured that it was shared with the Unit
I encouraged new employees to develop a system of organization for workload and identified areas where additional training may be needed
I remained accessible for questions and case review and advised claims examiners on resources available for resolution of quasi-legal and medical questions
Duties included processing claims for the Energy Employees Occupational Illness Compensation Program Act (EEOICPA) for employees and survivors of employees who worked in the Nuclear Industry
This involved developing claims through the review of medical and factual material to the point where a recommended decision could be issued to the Final Adjudication Branch for a final decision
Development included research, gathering of evidence and information in order to evaluate the validity of the claim in order to arrive at a well-supported decision
Evaluated medical reports, information and other types of evidence submitted in support of the claims for benefits
I secured and provided technical information of both medical and quasi-legal character to claimants, attorneys, employers, insurance companies, physicians, and labor union officials, State and Federal agencies, members of Congress and other interested parties
I prepared recommended decisions that included findings of fact and conclusions of law to the Final Adjudication Branch for their review and issuance of final decisions on all claims submitted by employees and their survivors
I resolved conflicts between all interested parties by providing accurate and concise information regarding the program, including laws, regulations and procedures in a clear and concise manner
I prepared responses to all congressional inquiries
I provided quality customer service using correspondence and telephone calls, which required both verbal and written communication skills
I also maintained accurate data in the ECMS data base system
I prepared claims for dose reconstruction at the National Institute for Occupational Safety and Health by preparing summary documents
I reviewed and interpreted the data provided by NIOSH on dose reconstructions in order to reach a concise and accurate conclusion and issued recommended decisions to the Final Adjudication Branch based on the information provided
I also processed compensation payments and ensured that claimants received the correct payment amount for medical benefits, lump sum payments and travel reimbursement
