As assistant construction engineer I am responsible for construction project management of three of our counties.
I oversee activities and meetings before the project starts, any engineering issues that may arise during construction, ensure timely processing of supplemental agreements, assess time requirements for new construction. I review plans for accuracy and constructability and attend area reviews on behalf of the construction office. I ensure projects budgets are met or overruns are accounted for and documented if necessary. I correspond with other government agencies when needed on behalf of our department or project office. I oversee the project managers in the counties assigned to me and assist with their staff personnel issues. I lead or assist in employee new hire and transfer interviews and new hire selections. I also assisted in disciplinary actions and terminations of construction personnel in the counties I oversee. I am also responsible in the absence of the Area Construction Engineer. I assist project managers in resolving pay items and quantity issues and with any issues regarding contractor payments.
As the area stormwater engineer I oversee all seven counties in our area. Duties include ensuring completeness in forms and documents required for NPDES permits, ensuring documents from contractors are submitted and correct. I ensure contractors are in compliance with guidelines set forth in the permits and regulations required for the individual project permits. I oversee installation and compliance of all onsite BMPs, perform onsite meetings prior to and during constructions, perform QCP inspections and reports of the individual projects, and review all stormwater reports. I handle compliance issues/resolutions when we have issues and/or sediment losses, and correspond with required regulatory agencies to ensure ALDOT compliance.
Communicated with applicants including developers, design engineers, ALDOT officials, and the public concerning the permit issuance and approval process. Reviewed all types of maintenance permits, plans for transportation infrastructure construction, outdoor advertising applications, right-of-way access management concepts and other engineered designs. Approved all types of maintenance permits for construction and/or recommends their approval by Central Office.
Reviewed, consulted with design engineers, recommended changes in designs, and approved engineer designs for driveway, turn lanes, median crossovers, drainage structures, and large residential and commercial developments. Reviewed and analyzed drainage calculations and designs submitted by engineers. Reviewed and analyzed traffic impact studies to determine if traffic safety needs and requirements are meet. Reviewed conceptual designs of large retail/commercial developments for compliance with design and safety standards along with traffic flow and traffic safety concerns.
Composed materials such as letters, memorandums, outdoor advertising renewals, plan submittal corrections, and official permit correspondence as required.
Oversaw tasks and work performed by district permit coordinators to ensure permits are received and approved in a reasonable time. Daily interactions regarding engineering issues and requirements on plans.
Managed ALDOT facilities operations at one welcome center and a rest area including: contracted services, personnel resources, maintenance, improvements and compliance.
Assisted in determining roadway sections for safety/access management potential in the Area as well as design of the access management implemented.
I monitored contractor activities to ensure work is performed by plans and specifications, performed in-field material testing on soil and concrete, performed calculations of daily material placement, completed paperwork associated with placement of materials, prepared paperwork for estimates, oversaw employees, performed stormwater inspections on projects and completed reports.
