SERVICE CONTRACT SPECIALIST (GS-11)

  • Primary duties include: Serves as a Contracting Specialist for pre-award and post-award for several service contracts on RAFB in excess of $15M
  • Ensures that the bid schedule is structured correctly in accordance with the contract specifications
  • Routinely inspects contractor performance and reports surveillance monthly
  • Approves invoices for contractor payment in Procurement Integration Enterprise Environment (PIEE)
  • Determines the best type of contract based on contract requirements
  • Ensures contractor is performing work as stated in the Performance Work Statement (PWS)
  • Writes monthly Performance Assessment Reports (PARs) on the contractor's performance
  • Serves as Office Lead and handles issues if Supervisor is out of the office
  • Writes annual Contractor Performance Assessment Reports (CPARs) regarding overall performance throughout the fiscal year
  • Briefs contractors on training needed to ensure requirements are made within their contract
  • Manages a fleet of contractors by overseeing the grounds contract, kitchen exhaust systems, industrial wastewater and grease traps for Robins Air Force Base
  • Manages contractor's Government Furnished Equipment to comply with safety regulations by the Fire Department

  • Serves as Chairperson in the solicitation process for contract award
  • Negotiates with contractors regarding services needed for upcoming awards
  • Compiles numerous PRs throughout the year regarding O&M, CSAG, DLA and AFRC funding
  • Approves other service contract invoices for the office while the incumbent performing these duties is on leave
  • Completes Market Research for competitive contracts
  • Follows safety procedures in the workplace
  • Ensures the contractors are following safety protection procedures when they are using or around their equipment
  • Performs GeoBase duties to ensure acreage for grounds contract
  • Updates grounds maps in GeoBase when changes are made to the contract
  • Coordinates with management and Contracting Officer regarding staffing issues
  • Takes initiative to have RAFB grounds manicured for (DV) visits by producing maps from GeoBase to show DV route
  • Analyzes and corrects contract problems, financial problems, conduct research, and make recommendations for corrections
  • Initiates all documents such as RADs, 1423s, Safety Plans, Performance Plans to get contract awarded
  • Conducts briefings for multi-functional team meetings on a quarterly basis
  • Serves as an alternate on all other contracts in my office such as basewide Custodial, Refuse and Recycling and Elevators
  • Initiates yearly grounds end of year list to beautify and/or improve RAFB grounds
  • Protects the airfield with grounds maintenance to prevent bird strikes to aircraft
  • Constructs presentations for beautification of RAFB
  • Monitored incoming contracts and service agreements for correct pricing and information.
  • Achieved cost savings by identifying areas for improvement and negotiating more favorable terms with suppliers.
  • Streamlined operations by developing and implementing improved contract management processes.
