  • Senior manager with system/technical oversight of IRS HR and Time and Labor systems. Managed a staff of 36 to 48.
  • Led staff maintaining the authoritative Human Resources (HR) data supporting agency-wide HR solutions, initiatives, and data inquiries, including GAO, TIGTA, Treasury, FOIA, Congressional, and internal organizational work plans strategies.
  • Directed several Treasury/IRS HRIT teams/initiatives, developing Human Resources data supporting HR Reporting, HR Analytics, and HR Process improvements.
  • Oversaw teams in developing requirements from current Human Resources and Time and Labor replacement systems to COTS products.
  • Led teams providing Employee HR data solutions for service-wide reporting during the COVID-19 pandemic, supporting service-wide readiness, PPE needs, reporting for Treasury, OMB, GAO, and Congress.
  • Streamlined IRS imprint at USDA/NFC by automating files/processes, creating new efficiencies and reducing the need for manual downloads via Treasury/IRS systems. This process was subsequently implemented by other Treasury agencies.
  • Collaborated with Treasury data team to automate IRS retirement data processes on the Government & Retirement Benefits (GRB) Platform, transitioning from manual updates to automated processes run via Treasury data feed directly to the GRB. This process is being shared by Treasury with other agencies as a proof of concept.
  • Migrated IRS Time & Labor reporting structures and data capture to enable better analytics of the data.
  • Converted IRS data codes for Time & Labor reporting from a manual process/tool to an automated system, facilitating ease of research and analysis when expansion was needed. The process transitioned from manual input via a 2000-plus page document updated annually to a more efficient method.
  • Developed new Time Reporting processes consolidating employee labor hours and codes into a single process, eliminating redundancy in viewing multiple tools/reports for the same data.
  • Oversight for current enhancements of the Time & Labor system while also developing requirements for the new replacement system.
  • Collaborated with Treasury data stewards to modify the HR Data Dictionary used by all Treasury agencies for HR data solutions and reporting.

  • Workstreams included approvals for updating the reporting codes from a manual paper process to file systems used for agency-wide reporting.
  • As Project Manager, I oversaw the development and implementation of T&L codes aligned with service initiatives and Business Operating Division (BOD) reporting structures throughout the agency. This structure allowed for more efficient tracking of costs/funding provided by Congress.
  • Additional efficiencies included modernizing legacy/paper Time & Attendance applications to a web-based version, integrating employee quality measures, and HR data such as grades, steps, hourly salary, work status, and work schedules.
  • Led several Business Units (BU) SMEs in gathering and analyzing data for application redesign from legacy processes to web-based versions.
  • Conducted parallel testing and developed guidance for functional issues such as time of input and system capability.
  • Communicated and addressed technical issues related to trend analysis and improvement opportunities within the modernized application.
  • Implemented agency-wide policy standardizing weekly processes for Time and Labor data, enhancing resource monitoring for scheduling and staffing employees.
  • Collaborated with Treasury agencies to research, analyze, and improve authoritative sources/tools for employee HR data inquiries from IRS, TIGTA, GAO, Congressional, and Treasury.
  • Led the ‘Human Capital Data Steward Project’, tasked with developing standardized HR reporting solutions for all agencies. Our efforts improved data integrity and system functionality.
