I am currently retired from law enforcement with 27 years experience. I have received specialized training as a General Detective specializing in criminal investigations involving financial crimes, fraud, crimes against person, homicide, crime scene technician. I have also received specialized training as a SWAT operator/officer, traffic accident reconstruction expert, advance traffic collision investigator, driving instructor, First Aide CPR Instructor, less lethal munitions instructor, Pepperball Instructor and Armorer, flashbang instructor, Mobile Field Force Instructor/Team Leader, Field Training Officer and Police Corporal. I trained no less than 30 new police officers and supervised over a dozen officers. I have developed training and lesson plans and have taught many classes during Advance Officer training classes and to outside agencies in the field of Mobile Field Force, drivers training, pepperball training, first aide and CPR training, chemical agents training and less lethal munitions training.
I am currently the President for the Xiong Clan in the State of California. I have engaged in numerous community events, chaired multiple community events and fundraising events. Further, I was previously the Vice President of the Board of Directors for the Lao Family Community Empowerment, Inc., a non-profit organization, from 2009 to 2014. As the VP, I was also tasked with the Chairman of Safety and Security Committee for the Stockton Hmong New Year from 2009 to 2012. I managed 20 safety volunteer, 30 general volunteers, 30 armed and unarmed security officers and 6 police officers from the Stockton Police Department. From 2013-2014, I was selected as Chairman for the Stockton Hmong New Year and also helped supervised the Safety and Security Committee. I planned all the cultural events, assisted with financial expenses, managed and supervised all staff members, and managed all the committees to the Stockton Hmong New Year.
Investigate alleged governmental misconduct, assist allied agencies with major cases as requested, investigate specified fraud cases, conduct pre-trial case preparation and investigation, investigate environmental crimes and locating, serving and transporting witnesses and victims, investigate parental child abduction cases, preparing and executing search warrants, arrest warrants and/or civil process and completing civil and criminal investigations as required by the District Attorney.
Reconstructionistlly completed the following specialized training courses and received certificates.
