Summary

I am a project manager with over 20 years of experience in environmental consulting, asset management, risk assessment/mitigation, capital improvement project management, fiscal management, facility rehabilitation, health/occupational safety and hazardous materials programs management. I returned to the Bay Area in 2015 to join the City of Oakland's Environmental Services Division responsible for all environmental compliance programs (CERS, OSHA, BAAQMD, CalEPA, Regional Water Board, DTSC etc) as well as managing the investigation, remediation and redevelopment of dozens of underutilized City parcels into over 200 affordable housing units and several mixed-use commercial/residential properties.I managed the City's Underground and Aboveground Storage Tank (USTs/ASTs) program, Environmental Compliance database (CERS), Stormwater Management plans and Hazardous Waste programs.

My management methodology relies heavily upon collaboration, inclusion, transparency and unimpeded transmission of knowledge, be it technical, procedural or institutional. I have found that fostering trust and valuing honesty throughout the “chain-of-command” the project team can excel far above the sum of its individuals.

I possess extensive experience in project cost estimating, contracting, budget tracking (Oracle ERP, Intuit), Federal and State grant preparation, contract negotiations, team building and mentoring junior staff. I have years of public outreach experience including leading presentations, responding to community concerns, giving interviews, managing online outreach programs and negotiating with regulatory agencies. Managed firm fix-price contracts totaling $12.5 million relating to remediation, construction activities, stakeholder and regulatory involvement, public outreach and installation close-out for the U.S Navy and Army Corps. I have worked closely with numerous regulators including the U.S. EPA and numerous state DEP agencies including CA, ME, RI, MD, VA, CT, MA PA and New York in order to achieve success in the investigation, remediation and close-out of hundreds of impacted sites. Through the course of my career I have authored and reviewed hundreds of technical reports such as Site inspections (SI), remedial investigations, feasibility studies (RI/FS), site-specific work plans (SS-WP), engineering evaluation/cost analysis (EE/CA) and Health & Safety Plans (HASP). I have also been fortunate to work internationally in Puerto Rico, Brazil, Canada, Mexico, India and South Korea.

  • In August 2023, I founded BPC Consulting Services LLC, a company specializing in consulting city, county, and private entities in navigating the complex regulatory structure of redeveloping abandoned, blighted, contaminated, and underutilized properties in their portfolios.
  • Assisting our clients in navigating the California Environmental Quality Act (CEQA) requirements and regulations. Specifically, we advise clients if they are required to complete an Environmental Impact Report (EIR), or if the nature of their project or funding source allows them to submit a Negative Declaration (ND), or if their project will require additional documentation below the level of a full EIR. With the assistance of my skilled staff of environmental engineers and scientists, we help our clients understand and resolve daunting environmental due diligence laws, comply with applicable environmental investigation standards, identify potential environmental liabilities, and, when appropriate, find cost-effective, implementable remedial solutions and/or environmental mitigation measures that will allow their redevelopment projects to comply with federal, state, and county regulations.
  • We also provide Phase I and Phase II Environmental Assessments (ESAs) for potential land acquisitions or when considering expansion of current operations. We also provide consultation when negotiating with the Alameda County Department of Environmental Health (ACDEH), the Department of Toxic Substance Control (DTSC), the Regional Water Boards, and the U.S. EPA.
  • I am currently working with several land development companies, including Satellite Affordable Housing Associates (SAHA), a low-income housing redevelopment company, as well as Sun and Associates, which are working on converting blighted parcels into functional, compliant, mixed-use retail and residential properties. I advise clients on a wide variety of environmental health hazards, environmental liabilities and regulatory compliance issues. I advise senior and managerial staff on the intricacies of environmental systems, the potential cost of environmental liabilities, and regulatory mandates. I have mentored numerous interns and junior staff on a wide variety of environmental subjects.
  • I am responsible for managing, tracking, and ensuring the proper and lawful disposal of hazardous wastes used, stored, and generated by my clients. In total, I have over 17 years of managing a wide variety of hazardous wastes, including CalEPA Class I/II soils, RCRA Federal hazardous wastes, as well as TSCA special waste, such as PCB-impacted soil/sediments and PCB-containing building materials. Throughout my 20-year career, approximately 12 years in the private consulting arena and most recently eight years in the public sector, I have steadily advanced my technical expertise, project management acumen, and fiscal responsibility, including expertise in contract (RFP/RFQ) development, compliance, and management, supervising internal staff as well as numerous contractors and subcontractors, stakeholder engagement, leadership abilities, and mentoring.   • My role as an Environmental Project Manager has allowed me to work with virtually every department and division within Oakland City government including, but not limited to Real Estate, Department of Transportation, Public Works, Oakland Fire Department, Contract Compliance, City Attorney's Office, Community & Economic Development,Permitting and Planning on a very diverse range of projects. I advise these City clients on a wide variety of complex topics such as environmental health hazards, capital improvement planning, environmental liabilities associated with redevelopment and regulatory compliance issues with CEQA, Regional Water Boards, US EPA, CERS, petroleum storage tanks (UST/AST), interactions with US EPA, DTSC and ACDEH.
  • Managed dozens of large, complex projects in my time in Public Works ranging from multi-year, $50+ million dollar site remediation projects for our Redevelopment Agency to short-term, $100,000 - $500,000 property assessments for our Risk and Real Estate Divisions. Some of the Real Estate and Planning projects I have advised on saved the City and City taxpayers millions of dollars in liabilities associated with undisclosed soil and/or groundwater contamination and the costs to remediate and redevelop
  • Key member of the City's San Francisco Bay Regional Water Quality Control Board’s (SFRWQS) Municipal Regional Plan (MRP) team, as a technical advisor/author, writing best management techniques, Standard Operating Procedures (SOPs), training documents and training as well as responding to SSO events and writing response and monitoring reports as well as contributing to the annual MRP report.
  • Project Manager, Capital Improvement Plan team, and numerous other Public Works divisions. I learned a great deal about how to work with these diverse groups, their specific insights, and the knowledge they provide, as well as gaining the leadership skills required to guide these groups to work efficiently and harmoniously with each other to solve formidable, large-scale projects.
  • Primary author on numerous Requests for Proposals (RFPs), and managed complex projects from fund allocation, contracting, to completion. Evaluated dozens of RFP bids for our division's 3-yr,$500,000 general on-call contracts and $250,000 on-call hazardous materials contracts. In partnership with these consultants formulated, managed and successfully completed close to a hundred individual projects for the City over the past eight years. Authored the RFP and was slated to be the Project Manager for a $2.1 million project to remove two 20,000 gal, single-walled USTs and install a replacement fueling system consisting of two 14,000 ASTs, associated fueling island, dispensers and card system.
  • Well versed in the California Environmental Quality Act (CEQA) and have completed several medium and large-scale projects from conception to completion of the CEQA process; from successful Negative Declaration decisions, Mitigated Negative Declaration decisions and through the, at times onerous and contentious, submission, review and acceptance of full Environmental Impact Reports (EIRs). Examples include the successful submission of a ND decision for the Mosswood Recreation Area redevelopment, a Mitigated ND decision for the Longfellow Commons affordable housing development and the as yet to be completed Oakland Coliseum City Redevelopment Plan.
  • Project manager for the Longfellow Corners affordable housing project during the preliminary design and funding phase and navigated the project to compliance with DTSC, CEQA and HUD requirements. I developed the Conceptual Site Model which outlines the potential chemicals of concern, the media impacted and the likely receptors that would be exposed to unacceptable health risks. Working with consultants and the developer (SAHA) we created an approved investigation workplan, conducted several rounds of field sampling and identified severe adverse environmental conditions present in soil, groundwater and soil vapor at the proposed parcels. We developed an efficient and cost-effective method to mitigate soil and soil vapor hazards. Identifying these hazards early in the process saved a great deal of time and money and ensured a safe future for low-income residents.
  • Working closely with the Oakland Fire Department in identifying dangerous and hazardous conditions and wastes stored and generated at City-owned properties including Parks, Municipal service centers, libraries, recreational centers, administrative buildings and fire stations. We developed improved measures and management practices for the handling and removal of hazardous wastes, much of it illegally dumped on City and non-City owned properties. I was the Environmental Services liaison with the City's Emergency Operations Center (EOC at Fire Station#1) and have had extensive training on disaster response, management and mitigation. In this role as well as my primary job duties I maintain my 40-hr OSHA Hazardous Response Worker certification as well as CPR and First Aid training.

  • Successful Project Manager for over 22 MMRP FUDS sites, total fixed-price value of $3.1 million, technical project planning outreach with various stakeholders such as current property owners, both private and public sector, multiple regulatory agencies, and various branches of the military
  • Provided technical expertise in developing strategies for pollution prevention and control. Investigated sources of contamination from hazardous materials and recommended corrective action plans.
  • Report writing (SS-WP, H&S plans, SIs); field sampling and data analysis from munitions and explosives of concern reconnaissance and munitions constituents sampling activities; site characterization and preparation of final report documentation in accordance with USACE, CERCLA, and NCP guidance and regulations
  • I was also the project manager of a demining/clearance project in South Korea. I managed the $2.3 million budget, over 50 personnel and interacted directly with the USACE-Huntsville project manager on a regular basis. The project was completed under budget, without any H&S incidents and with high marks from the client and stakeholders

  • Extensive report writing under CERCLA and RCRA guidance (Phase I/II ESAs, EECAs, FSs, CAPs) which involved effective interpretation of analytical data. Conducted due diligence investigations for Phase I ESAs, and designed and completed Phase II ESA investigations.
  • Extensive field sampling activities, including oversight of direct push and hydrosonic soil sampling, soil vapor sediment/surface water sampling, monitoring well installation, aquifer parameter testing, and analysis. Shallow to deep well installation using hollow-stem auger and hypersonic techniques
  • Field Team Leader for a major, multi-year munitions/ordnance delineation project on the island of Vieques, PR, under a U.S. Navy (NAVFAC) contract. Other tasks completed include cost estimating for remediation projects, client interaction, mentoring of more junior staff, and subcontractor oversight.
  • Developed and managed the investigation and remediation of a 4.5 acre former military landfill impacted by a variety of contaminants of concern including, but not limited to PCBs, arsenic, SVOCs, lead and mercury. Following the successful remediation I developed and managed the design and installation of an engineered wetland environment in the foot-print of the former landfill. The overall contract value through the course of this multi-year project totaled over $1.75 million.

Summary of Experience

  • Several years ago I returned to my native city, Oakland, to be closer to family and care for my Father. Since returning in 2015 I have been honorably and effectively serving the Citizens of Oakland as a Environmental Project Manager in the Environmental Services Division of Public Works as well as venturing into the private consulting world as a small business owner/partner. Throughout my 20-year career, approximately 12 in the private consulting arena with industry leading Fortune 500 engineering firms, and most recently eight in the Public Sector with the City of Oakland. I have steadily advanced my technical expertise, project management acumen, fiscal responsibility and accountability, including expertise in contract (RFP/RFQ) development/compliance/management, supervisory techniques as well as numerous contractors/subcontractors, stakeholder engagement, leadership skills, mentoring and effective public outreach and inclusion.
  • I am now looking for new and unique positions where I can use not only my accumulated project/program management skill set, but more importantly learn and develop new skills and ways to serve clients and the public alike. As can be seen from my education and work experience I have a great capacity to acquire and apply knowledge, am adaptable, a life-long learner and pride myself on my diligence and work ethic.
