  • Bilingual Program Technician -
  • As a Program Technician working in Energy Services, I work directly with our contracted agencies such as Catholic Charities Programa Hispano, Human Solutions, Impact NW, and others, to ensure that low income families who have difficulty paying the bill for their primary heat source, can apply and receive Energy Assistance Services.
  • These agencies assist people to fill out applications for energy assistance; the applications are then returned to our office for review and for payment approval. This fulfils a vital need for many families and individuals, as any interruption in electrical service can cause those on subsidized housing to lose their homes. One of my primary functions therefore, is to ensure uninterrupted service for residents we serve in Multnomah County. I accomplish this by constantly monitoring applications for ones that may contain errors or are otherwise incomplete. I then communicate to the agency involved, that a timely corrective action is necessary in order for the application to be authorized. Coordinate the future planning and programming requirements, program management, and budget justification for LIHEAP (Low Income Housing (Oregon Energy Assistance Program).
  • I attend monthly meetings with the energy coordinators from our contracted agencies; and with the Multnomah County Energy
  • Program Coordinator, in which we communicate to the agencies all changes in policy and procedures, as well as any new information regarding currently available funding and our latest strategies to efficiently disperse available funds. Coordinate the future planning and programming requirements, program management, and budget justification from the federal program LIHEAP (Low Income Housing Energy Assistance Program) and from the state program, OEAP (Oregon Energy Assistance Program). As these funds are distributed among our contracted agencies, I ensure our agencies do not run out of funds or end up with unspent budget at the end of the Energy Fiscal year. I organize, schedule, and attend community outreaches, which provides direct access to vast portions of our community who may not have access to our contracted agencies due to physical impairments, language barriers, or other reasons. I organize these outreaches in partnership with other units in our division such as Weatherization, and Healthy Homes, to improve their housing conditions. We also partner with community programs such as Early Head Start, Bienestar de la Familia, Home Forward, Central City Concern, and others to provide outreaches and other services for their clients. I develop and perform group trainings to teach intake workers Federal and State policy and procedures. I conduct training follow-up which includes telephone assistance and ongoing instructional tutoring. I train staff from contracted agencies to use and maintain our data collection system (OPUS); these one-on-one trainings are done on-site; with actual clients present, in a hands on environment. I am constantly building partnerships with other County staff to expand and provide more tools and resources to intake workers. I am currently working on integrating an Assertive Engagement module for intake workers. Finally, maintaining constant communication with my team is essential to promote team unity and reinforce changes in policy. I assign daily duties to the members of my team; and I send weekly reports to my supervisor for tracking purposes.
