A Ship Safety Officer (SSO) for submarines undergoing all types of refits/overhauls at the Puget Sound Naval Shipyard (PSNS). Qualified expert for managing all aspects of the NAVSEA 6010 and 8010 manuals for 688, 726, and 21 Class Submarines.
Have personally trained over 500 Ship’s Force and Shipyard personnel on the requirements of these manuals.
Responsible for ensuring all requirements of Submarine Safety are strictly adhered to and am the Chairman of the Ship Safety Councils for assigned Project Management teams.
The council makes all determinations and final rulings on how all aspects of the submarine safety requirements will be maintained, adhered to and documented throughout the submarine overhaul, as defined by the following instructions: Standard Organization and Regulations of the U.S Navy, Standard Submarine Organization and Regulations Manual (SSORM), Industrial Ship Safety Manual for Submarines (NAVSEA 6010 Manual), Industrial Fire Safety Manual (NAVSEA 8010 Manual), Joint Fleet Maintenance Manual (JFFM), General Overhaul Specifications for Deep Diving SSBN/SSN Submarines (DDGOS), Occupational Safety & Health (OSH) manuals, ANSI, NFPA, OSHA and CFR 1910 & 1915.
Govern over maintaining the integrity of the ship conditions and all firefighting/damage control and fire suppression efforts.
Assist the Environmental Safety & Health (ESH) Manager, on a daily basis, ensuring all aspects of personnel safety requirements and environmental protection standards are met and maintained by all Federal, State and local mandates.
Lead daily inspection groups, including; Project Managers, Ship’s Force (SF) supervision, contractor supervision, and Region Fire and Emergency Services (F&ES) identifying and tracking non-compliances; establish and maintain effective working relationships with managers and supervisors of the various organizations to ensure correction of non-compliances.
Maintain an in-depth knowledge of ship safety requirements and system status related to damage control and ship conditions.
Advise the Project Superintendent on OSHA, NAVSEA, and PSNS&IMF directives related to ship safety and provide information to the Project Team.
Work independently in planning and scheduling the ship safety plan and have thorough knowledge of Leadership and Team Building techniques.
Specifics include the ability to effectively interact with a large group via a network of project managers and contractor personnel to achieve significant project goals.
Effectively communicate all goals and expectations, carefully listen to feedback, and keep the team focused on ship safety issues.
Plan, coordinate and conduct effective meetings with both subordinates and senior levels of management to ensure the project safety plan is effectively communicated and followed.
Routinely conduct and coordinate safety surveillances and random inspections to ensure all safety protocols are strictly adhered to.
Through findings, provide expert advice and develop presentations and recommendations to federal and local organizations.
Develop and coordinate safety casualty exercises to assess the organization’s casualty response procedures and response actions by employees.
Evaluate, grade and provide effective feedback to the facility on overall execution of casualty exercises.
Via this testing and applying LEAN principles, able to provide critical feedback to the workforce and senior management on ways of improving job site safety.
In the event of an actual casualty, ensure that real time response is the most effective and expedient as possible.
Routinely conduct job hazard/job safety analysis; ensuring that work practices and engineering controls are being utilized to eliminate any personnel injuries or equipment damage.
Conducted new equipment installation analysis to ensure proper machine guarding and facility layout is optimized to reduce injury or equipment damage.

While filling a gapped billet, served as the Puget Sound Naval Shipyard CVN Ship Safety Manager for the Pacific Fleet, overseeing ship safety and fire safety during major maintenance availabilities for Aircraft Carriers in Bremerton, WA, San Diego, CA. and Yokosuka, Japan.
As the acting Ship Safety Manager, reviewed and adjudicated safety concerns and generated and routed numerous electronic hazard assessment reports to Type Commander, Commander, Naval Air Force, Pacific.
Additionally, participated in multiple NAVSEA safety audits, working directly with NAVSEA 04 to determine weaknesses in the implementation of NAVSEA 8010, the industrial ship safety manual for fire prevention and response.
Served as lead drill controller for 8010 Validation Exercises on the USS Theodore Roosevelt in San Diego, CA; the USS Ronald Reagan in Bremerton, WA; and the USS George Washington in Yokosuka, Japan.
Managed a team of 10 Ship Safety Officers across three different shipyards, training them and helping them to adjudicate safety concerns.
