Duties, Accomplishments, and Related Skills:

  • Reviews and analyzes internal documents and/or taxpayer returns, prepares coded entries to amend and complete records, refers questionable returns and documents to appropriate areas to determine corrective action.
  • Processes individual or small business returns and cases that involve relationships among different accounts that span more than a single tax period. Requests and interprets taxpayer information. Perfects documents and initiates research to correct missing or inaccurate account information, inquiries to third parties, and changes to taxpayer accounts to correct errors.
  • Compiles and maintains functional and/or assigned area records or reports to provide status of work.
  • May serve as a technical advisor, on-the-job (OJT) coach, on-the-job instructor (OJI), classroom instructor, and reviewer to provide technical assistance on systemic problems and inconsistencies in the Internal Revenue Manuals (IRM).
  • Experience performing a variety of miscellaneous tasks involving researching and processing financial documents, reviewing information, and determining corrective action on accounts, researching for missing/unclear accounting information, and reviewing financial documents submitted for completeness.
  • Practical knowledge of accounting, budget, or other financial management related functions with procedural knowledge in carrying out the goals of the Return Integrity Verification Operation (RIVO) Centralized Evaluative Review (CER).
  • Practical knowledge of and skill in applying the methods, precedents, and guidelines related to individual and business tax law, the Internal Revenue Manual (IRM), Internal Revenue Code (IRC), Internal Revenue Service(IRS), pre-refund and identity theft, regulations, practices, tax forms, notices, bills, and other documents to fully advise the taxpayer of required documentation to support credits taken on their tax return, methods for computing taxable income, changes to tax returns including amended returns, and compliance requirements for meeting tax obligations. This includes knowledge of and skill in reviewing technical information updates to maintain a current knowledge of tax law and internal processing procedures.
  • Practical knowledge of RIVO programs, policies, and procedures, as well as certain aspects of the technical and theoretical fundamentals of tax law related to RIVO programs, organization functionality, and familiarity with IRS organization to know the parameters, rules and regulations of the work performed.
  • Practical knowledge of meeting and dealing tactfully with individuals on controversial or sensitive matters, and the ability to communicate effectively, both orally, and in writing, to prepare and present reports, draft proposals, conduct presentations, coordinate work processes, and provide constructive feedback.
  • Practical knowledge of IRS principles, practices, and procedures including taxpayer rights, enforcement policies and practices, payment processing and pertinent appeal procedures, as well as knowledge of service center and district office operations, processing, and procedures to assess the accuracy of the product being reviewed.
  • Knowledge of available on-line systems, research materials, technology, tools, and processing procedures, e.g., data security, knowledge of codes, their interrelationship and function to work cases to perform research, review and resolve issues.
  • Knowledge of investigative techniques and procedures sufficient to extract information from a variety of sources and make a determination as to the appropriateness and quality of information sources.
  • Knowledge of methods and techniques in recognizing and reacting to significant tax issues and enforcement changes to alert management of the changes that will impact the campus and the quality of service.
  • Practical knowledge of quality assurance methods, principles, and practices, as well as understanding of a variety of quality assurance reports.
  • Practical knowledge of all types of tax returns, supporting documents, forms, tax computations, and interest and penalty computations (including restricted interest) to verify that corrections and alterations to tax modules were completed in accordance with the approved guidelines, and the effect of these options on the taxpayer liability.
  • Practical knowledge and skill in analyzing information acquired via research to determine if a case was worked accurately, e.g., perform trend analysis to identify and address recurring issues with quality coding to provide feedback to IRM authors based on trends identified.

Duties, Accomplishments, and Related Skills:

  • Examine and analyze Forms W-7, Form W-7 COA, FA-DAS, CP Notices, 2848, W-2 and 1040 series returns, as well as several other IRS Forms
  • Review and evaluate applications and supporting identification documents for completeness and accuracy and input application into Real-Time System
  • Research both RTS and IDRS for applicant history
  • Process correspondence by pre-screening and analyzing case information to finalize applications.
  • Identify duplicate applications and perform necessary steps to avoid duplicate ITIN assignments.
  • Edit W7 applications and tax returns to reflect assigned ITINs or rejected applications.
  • Access relevant systems to view and update taxpayers' applications regarding status of the case and to make applicant adjustments.
  • Review taxpayer documentation in conjunction with tax laws to determine if documentation supported income on return and tax liability.
  • Act on indications of tax fraud and use tools such as Department of Homeland Security Fraudulent Document Training to recognize indications of questionable documentation.; make determinations and use sound judgment concerning taxpayer data.
  • Flag identification documents as questionable and suspend applications until further documentation is sent in.
  • Initiate correspondence to taxpayers to explain what is needed to complete their application, explain options available to resolve their problems or questions, and make sure taxpayers understand their responsibilities.
  • Mail all original documents back to taxpayers ensuring strict disclosure guidelines are followed and compose correspondence indicating originals are enclosed.
  • Process and route referrals to appropriate team for processing corrections to resolve issues on accounts.
