  • Oversee Capital Improvement Program including 5-year CIP for approval by Council and various committees, quarterly updates, coordination with various departments to ensure implementation of scheduled CIP projects, timing, project budgets, and compliance with local, state, and federal regulations.
  • Oversee Development Engineering Program and supervisor ensuring staff resources and operating budget and oversite of various projects including large development projects such as Faria Preserve (786 housing units), Bishop Ranch-CityWalk (4,000 housing units), Dougherty Valley (11,000 housing units), Chevron Campus, General Plan 2040 update, final approval of improvement plans, final maps, lot line adjustments, etc. Updating City Standard Details as necessary.
  • Oversee Encroachment Permit Program and supervisor and larger encroachment projects such as EBMUD (various projects), PG&E Citywide gas line and electric replacement and upgrades projects, Citywide Fiber build (MCI/Verizon, At&t), Small Cells/5G, Autonomous Vehicles Testing, and attempt to minimize impacts to City and keep residents/City well informed of these types of projects and their impacts.
  • Oversee Engineering Inspection Group and supervisor ensuring staff resources, temporary staffing, and training for inspection of all CIP, Development, GHAD, Encroachment type projects on public and private property. This includes oversite and coordination with applicable staff and stakeholders regarding construction of 29M Police and Fire Public Safety Complex, yearly PMP, facility renovations, roadway widening projects, Parks and Parkways, etc.
  • Oversee Traffic Engineering Group (and interface with Transportation Planning Division) ensuring staffing resources, consultants, operating budget, etc. for traffic signal design, operations, development plan reviews, traffic control plans, traffic related CIP projects, etc. (ITS Master Plan, Citywide Bicycle Network Improvements and Enhancements, RRFB’s, etc). Lead in Regional coordination meetings for Innovate 680 projects; Express Lane, SAV’s, SMH’s, Adaptive Corridor System, Adaptive Ramp Metering, ConOps Plan, etc.
  • Provide input regarding overall division budget, analyzing cost effectiveness and cost control activities, Engineering Fee Schedule updates, and manage Development Engineering, CIP Administration, Traffic Engineering, Inspection and Encroachment programs to include operating budget, workload, timeliness and thoroughness of final work product, employee reviews, and 5-year development engineering projections.

  • Supervise the Encroachment Permit Program and supervise larger encroachment projects for PG&E, EBMUD, DERWA, DSRSD, Comcast, At&T, CCCSD, etc. Issue approx. 400 permits/year.
  • Project Manager of Bollinger Canyon Widening project from Alcosta to I-680 with unique challenges and stakeholders, creating a cost sharing agreement and timely completion of this project in conjunction with the City Center grand-opening and necessary permitting for continuous green operations for entering freeway westbound in Caltrans R/W.
  • Supervise staff regarding 11,000 residential unit Dougherty Valley Development and SCC-JEPA projects in compliance with Settlement Agreement, MOU, DV Master Plan, etc. developed over 20+ years for completion of all the improvements.
  • Main Engineering liaison with Planning, attending Planning Commission Meetings on behalf of the Dept. and coordinating with Sunset Development regarding the 300,000 square foot City Center Bishop Ranch commercial development, creating a downtown core.
  • Completed first Engineering Design and Procedures Manual for the department outlining the procedures for the design and processing of public and private improvements.
  • Completed the update of the Subdivision Ordinance in compliance with latest Subdivision Map Act.
  • Oversite of staff reviewing and approving all development grading plans, improvement plans, utility plans, landscape plans, soundwall and retaining wall plans, geotechnical and traffic reports, final and parcel maps, lot line adjustments, conformance with project entitlements and conditions of approval.

  • Development Review of various large and small residential and commercial developments in Brentwood, fastest growing City in State at that time, reviewing grading plans, improvement plans, landscape plans, park plans, stormwater/sewer/water/recycled water plans, utility trench plans, final maps, parcel maps, stormwater compliance, SWPPP, streetlight plans, plot plans, soundwall and retaining wall plans, various technical reports, lot closure calculations, etc. Created project conditions of approval of various projects through entitlements, attend Planning Commission meetings on behalf of Engineering.
  • CIP project manager responsible for overseeing design, right-of-way acquisition, CEQA compliance, budget, schedule, outreach, construction coordination with inspection for a variety of projects:
  • Ohara Avenue Extension - connecting downtown Brentwood and Central Oakley and primary access point to new Marsh Creek Elementary School with very tight deadlines for school opening in 2006.
  • Walnut Blvd Widening - very complicated utility undergrounding and utility relocation work and home frontages with no sidewalk and amenities. Widened to 2 lanes in each direction.
  • Lone Tree Way Railroad Undercrossing Design - extensive coordination with UPRR to remove at-grade crossing of UPRR at Lone Tree Way.
  • Second Street Extension - 700-foot extension of 2nd Street adding 2 new traffic signals to increase traffic circulation and safety entering downtown Brentwood.
  • Brentwood Blvd Curve - for many years this dangerous curve on Hwy 4 through downtown Brentwood was cause of numerous 18-wheelers overturning. Extensive coordination with Caltrans to approve City's proposed improvements to mitigate this hazard.
  • Sunset Road Realignment - unsafe intersection of Sunset and Hwy 4 and accidents increasing with population. Realigned Sunset Road requiring land Aquisition, extensive coordination with EBMUD for roadway realignment over Mokelumne Aqueducts, PG&E for relocation of portion of Overhead Transmission Lines, and Caltrans, to create a new perpendicular intersection at Hwy 4 and Grant Street.
