Carlene is a seasoned executive leader in real estate development. Her strengths include Strategy, Entitlements, Government & Public Affairs, mastering difficult and complex Entitlements and Project Strategy. Carlene brings over 25 years of experience and success entitling and negotiating millions of square feet of real estate including Office, Retail, Residential redevelopment, master planning, multi-family rental, mixed use, for sale and business park campuses. Carlene is a collaborator with internal and external stakeholders, and builds consensus to achieve results. Carlene has also worked on International projects abroad.
Manage Entitlements and Governmental Affairs for Google's Sunnyvale and Mountain View projects.
This includes Moffett Park Specific Plan for approximately 10,000 units and 4 million SF Office, mixed use, retail etc.
North Bay Shore with 7,000 units and 3.1 M SF Office , and E Whisman with 1,900 units and 1 M SF Office
Work with the Lendlease-Google team through internal approvals through Google Senior leadership
Collaborate with the Legal team both internal and external stakeholders as it relates to Entitlements and Regulatory Permits
Participate in all forward planning strategic discussions and make recommendations on negotiating complex entitlements. An important part of the role is to Manage relationships with the Cities and help shape the political strategy.

Detailed assessments of underlying factors impacting land use decisions, including economics, market positioning, precedence, surrounding land uses, zoning constraints and opportunities, political environment and community response. Based on thorough analysis and backed by years of experience, develop sound land use strategies around which critical development decisions can be made.
Carlene worked at the Irvine Company for 6.5 years in the heart of the Silicon Valley during a huge growth cycle. Carlene served as their Vice President of Governmental Affairs and Entitlements for Northern California, representing all divisions and property types. She has worked throughout the Silicon Valley on behalf of the company. In total, Carlene has strategized and entitled for Irvine Company 5,000 apartments homes, 3.7 million SF Office, and over 235K SF retail mixed use during her tenure with the company. The Irvine Company is a privately held real estate investment company recognized for master planned developments. Irvine Company's property portfolio exceeds 120 million square feet with more than 550 office buildings, 40 retail centers and 125 apartment communities. Carlene has built trusted relationships throughout the Bay Area with elected officials, staff and civic leaders.
Managed entitlements for 23,000 unit, 14 million SF Business Park, "New Town" in North Los Angeles County. Received Sustainable Communities designation through SCAG and also worked on Affordable Housing, Green Program, School Mitigation Agreements, environmental studies and all regulatory permits. Largest master planned community in Los Angeles County, reporting to four major Builder stakeholders in the partnership.
Pardee Homes is a real estate company that is a wholly owned subsidiary of Weyerhaeuser Corporation. All reporting went through Corporate and then Weyerhaeuser as the ownership entity. Carlene was employed for ten years with Pardee Homes and served as a senior member of the senior team providing leadership, project management , entitlement strategy on single family, multi-family and business parks while employed at the company. Managed all consultant contracts, legal team, and built coalitions with both supporters and opposition to projects.
