  • Management. Management of all city services provided to a population of 24,000 through the city's nine departments, including Police, Fire, EMS, Community Development, Housing Authority, Parks and Recreation, Public Works, Water Reclamation, Finance, Human Resources, and Safety/Risk Management.
  • Budget. Preparation and implementation of the city's $50 million general annual operating budgets and the city's enterprise budgets, capital projects, and special revenue funds, including employee benefits, tax increment funds, local option sales tax, and road use tax funds.
  • Tax Increment Financing and Economic Development. Significant experience with the utilization of tax increment financing to promote development. Revision and update of the city's urban renewal and revitalization plans and land use policies.
  • Strategic Planning. Facilitate and inform development of strategic plans in alignment with the city's comprehensive plan.
  • Grants. Application and award of numerous federal, state, and local grants.
  • Workforce. Oversight of all employee recruitment, retention, professional growth, and performance management activities for the City's 230 full-time equivalent staff.

  • City Clerk. Serving as the City Clerk with oversight of the Deputy City Clerk with responsibilities for compliance with open records law, codifying ordinances, and maintaining the City's legislative history.

Direct activities of the Water Resources and Treatment Operations Service Unit, which includes six operating Divisions with over 100 employees responsible for water resources planning, drinking water treatment, water reclamation, water quality services, and environmental affairs. Responsible for employee performance and talent management following established policies with a strong focus on employee engagement and a positive workplace culture to achieve desired results.
  • Budget Development. Preparation and administration of biennial budgets within the service unit, including operations and maintenance and capital project budgets over $30 million.
  • Policy Development and Implementation. Directly responsible for developing policies for consideration by the City's boards and commissions and City Council, including preparation of agenda materials and presentation of numerous policy proposals at Board and City Council Meetings.
  • Emergency Preparedness and Response. Significant experience in the development of emergency response plans and responding to emergencies including wildfires and floods.
  • Community Development. Directly involved in urban development projects engaged in the City's development review process.
  • Legal Matters. Significant collaboration with the City Attorney's Office on numerous legal issues including legal agreements, changes to the City Code and City policies, and adherence to legal requirements.
  • Asset Management. Responsible for asset planning and management in alignment with asset management principles, including thedevelopment of capital improvement plans, asset risk analysis, and capital project implementation.
  • Conflict Resolution/Negotiation. Engaged in numerous negotiations related to Utilities and specifically water policies and their impacts on key stakeholders and the community.
