Reviewing all intakes, assign cases for investigation, identify in the assignment if the case appears appropriate to refer to the Children's Advocacy Center or joint investigation, forward all intakes needing review back to centralized intake and refer intakes to LE as per local office procedures.
The position serves the region as a first level of review for all reports of abuse and neglect for the Baton Rouge Region. The Consultant reviews intakes to determine initial activities needed, including reconsideration for acceptance for an investigation, determination if referrals are needed to the Child Advocacy Center, Law Enforcement, and a specialized staff member based on the reported information. This includes development of reports as needed to support implementation of timely investigations in the Baton Rouge Region. The position organizes and supports efforts to have a streamlined system of case assignments, distribute reports to required parties as Law Enforcement, manage the supervisory and On-Call rotation assignments, and complete initial case referrals. This position also fulfills additional tasks as needed to support the work of the Child Protective Services’ Supervisors and Managers.
50% serves in a programmatic consultation role in the Regions’ Child Protective Services staff, including the Regional Manager, Area Director, Child Welfare Manager 1’s and Child Welfare Supervisors. Responsible for monitoring the information technology system that manages the receipt of abuse/neglect reports and investigations. Monitors the case assignments of all staff receiving investigative assignments to ensure a fair and equitable distribution of case assignments considering the experience and skills of staff available. Review intakes received for assignment to assist in determining case assignments, need for Child Advocacy Center interviews, and joint investigations with Law Enforcement. Availability to the Centralized Intake Staff on an emergent basis to immediately assign emergency cases of abuse/neglect. Produces reports for Supervisory and Management staff to monitor caseload trends and support timely case initiation. Consults with Division and Managerial staff regarding trends with case assignments, barriers to assigning cases, and makes necessary adjustments. Communicate all case assignments to assigned staff and supervisors.
20% Collaborates with community stakeholders and represents the agency as a Child Welfare expert. Serves as a member of the Multi-Disciplinary Team along with representatives of Law Enforcement, District Attorneys, and other professional experts. On this team, will coordinate investigations, serve as a liaison with DCFS staff, and ensure consistent practice in the area of Child Protection Investigations.
20% Provides support to the Child Protective Services program in the Baton Rouge Region by performing other critical administrative tasks. Responsible for preparing a monthly calendar of available Supervisors/Specialists for emergency purposes for required contact with the Centralized Intake staff. Prepares a monthly On-Call calendar of investigators, including coordinating with the supervisors the availability of staff, to provide 24 hour On-Call coverage for Child Protection cases. Completes required referrals to Law Enforcement, FINS and other agencies based on a review of all reports of abuse/neglect received in the region. Serve as the point of contact for local school board offices to locate children in order to conduct timely investigations. Document all activities performed in the information technology system utilized by staff to document case specific activities.

The Family Justice Center currently focuses on Domestic Violence, but is expanding to include Child Welfare. CW staff will be co-housed at the Family Justice Center with members of BRPD and EBRSD. DCFS is creating a new job of a “Special Investigator”, modeled after a program in Texas. This job is specifically for staff with LE background to work alongside staff in investigations, Foster Care and other duties. The long-term goal is to create a specialized CPS Unit that will include a Special Investigator. This unit will primarily investigate fatalities, life-threatening injuries, serious physical abuse cases and sexual abuse. The specialize unit will be housed at the Family Justice Center, along with the Regional CPS Consultant and a CW Manager.
