He came into my precinct that was much like a third world country.
We had 450 plus miles of roads, many of them unusable. He helped to implement a plan, move production along, and accomplish tearing out and rebuilding 130 miles of roads in 2 years, while juggling many other job duties at the same time, at the same time waiting on equipment deliveries that were a year out, and hiring and training personnel.
