1. Spearheading the cleanup of CP03 recirculation merge logic by auditing and removing legacy AFI (Always False Instruction) and test bits.
2. Rewriting merge priority logic for the 25% AGL photoeye; increased recirculation priority window from 10s to 30s to prevent gridlock while implementing auto-fallback to Autosal lanes when clear.
