Served as the Deputy Director for all headquarters corporate functions and boards (e.g., Deputy Director Meetings, award/selection boards), and routinely represents the directorate at senior leadership huddles, standups and synchronization meetings. Plans and publishes NORAD & United States Northern Command 5 Strategic Calendar tracking, coordinating and driving battle rhythm topics for the commands. Personnel/manpower accomplishments include leading all contract efforts (Performance Work Statements, contractor selection and contracting Officer Representative assessments), led in-sourcing of contractor civilians, and acted as directorate hiring authority. Led Directorate training for the National Security Personnel System (NSPS) in 2006 and execution of Secretary of Defense manpower reduction efforts. Deputy Chief Policy and Maritime Division N-NC/J5

NORAD & United States Northern Command
  • Coordinated and led the development, staffing and approval of doctrine and policy as it pertains to homeland defense, civil support, theater security cooperation, counter drug/transnational threats and anti-terrorism force protection. Established the NORAD & United States Northern Command Maritime Defense Office the designated DOD lead for Maritime Homeland Defense. Worked with DHS and other interagency partners to identify Maritime Domain Awareness (MDA) definition and requirements. Led the development of the DOD/DHS MDA CONOPS. Led POM funding efforts resulting in $38M FYDP resourcing of the Maritime Homeland Defense program. Directed the Commander Independent Strategic Analysis Group senior advisor council effort and the Maritime Security Support to United States Northern Command contract ($15M). As Deputy Chief Policy Division oversaw development of the command’s development Joint Doctrine publications as well as responses to congressional inquiries and assisted with the Commander development of congressional testimony. J5 lead to Source Selection Advisor Council for the NORAD & NORTHCOM IDIQ contract ($850M) Validation Board and the Director of Communication’s (NCJ6) Warfighter Portfolio Management Council. Lead J5 planning in support of Schriever V and X classified war game series. Assigned by the NORAD & United States Northern Command Commander as the command head for a National Level Command and Control infrastructure program and coordinating authority to the Office of Science and Technology Programs, Office of the President, Office of the Secretary of Defense, Joint Staff and other federal departments and agencies.

Facility manager for Colorado Springs office responsible for procuring, managing all information processing and video teleconferencing systems. Managed the classified accounts and performed the assistant Facility Security Officer (FSO). As manager of C4I Integration, led the development of numerous C4I related Concepts of Operation (CONOPS) to include Northrop Grumman Corporation’s effort to adapt the U.S. Army’s Tactical Exploitation System (TES) for use by U.S. Navy and Marine Corps units ashore and afloat. This system, the Nava Fire Network (NFN) supports naval commanders with situational awareness, time-sensitive targeting and national intelligence systems tasking. Personally briefed senior executive and flag officers on the Chief of Naval Operations (CNO) staff, Navy and Marine Corps system commands, theater, fleet, surface, carrier battle group and Marine Forces commanders at the Nava Fires Network (NFN) Concept of Operations Technical Evaluation for Commander Third Fleet, Fleet Battle Experiment India which examined the Navy’s afloat time-critical targeting TCT procedures. Authored the review of requirements, concept plan and CONOP guideline for Lockheed Martin Corporation’s effort to develop the U.S. Army’s Aerial Common Sensor (ACS). Briefed senior Army officers regarding the future options for airborne intelligence platforms. Authored the intelligence doctrine and policy chapter for the U.S. Navy Doctrine Command’s Joint Force Maritime Component Commander (JFMCC) doctrine handbook. Lead for Marine Corps Command, Control Computer Communication and Information System (C4I) issues associated with Joint Warfighting Capabilities Analysis (JWCA) program. Co-authored the Marine Corps Strategic Vision for Intelligence (epic 2008-2018) and the Marine Corps Intelligence Surveillance and Reconnaissance (ISR) Implementation Plan. The ISR Implementation Plan focused on Marine Corps Intelligence role in Joint Task Forces, Joint Components as well as levels of Marine Air Ground Task Forces, Ground Combat Divisions and Aircraft Wings. Served as the Headquarters Marine Corps Intelligence representative to the Marine Corps Doctrine Command on all issues associated with ground reconnaissance strategy employment and education. Interacted weekly with all national interagency intelligence offices. Simultaneously assigned as the Marine Corps System Command Program Manager (PM) for the Tactical Exploitation of National Capabilities (TENCAP) Program. As the PM for TENCAP led the Marine Corps Director of Intelligence efforts with the National Reconnaissance Office (NRO), Measurement and Signature Intelligence (MASINT) Office and the Defense Space Reconnaissance Program (DSRP). Led the concept development efforts and feasibility demonstrations for a $5M annual program that accesses national intelligence systems and Advanced Technology Demonstration (ATD) program’s ability to support emerging warfighter intelligence requirements. Defined service requirements for planned national system capabilities and provided tactical impact statements for Department of Defense Advanced Technology Demonstrations. Ensured national intelligence support for Marine Corps forces through participation in joint military intelligence community venues. Directly supported the NRO as a member of their source selection team to assess technical and corporate performance for a $3-20B IDIQ contract. Chief of Staff - Intelligence, 3rd Marine Division

  • As the Chief of Staff for Intelligence, was responsible for all facets of intelligence within the division staff for subordinate regiments, battalions, and operating units. I assisted the commanding general in the development of tactical operational and strategic plans and war fighting strategy. Served as a member of the commanding general’s Crisis Action Team (CAT) and deliberate plans cell. Briefed the Commanding General and his staff daily regarding world and regional threat implications to joint and bi-lateral exercises and contingency plans. Authored and reviewed oral and written intelligence summaries, force protection plans, personnel status reports, and budget plans. Authored the first force protection plan for the division that focused on protection of Marines in international exercises, peacekeeping and urban combat operations. Led a staff of 18 officers and enlisted Marines and coordinated the intelligence requirements for three subordinate regimental intelligence staffs. Assigned as the division Security Manager, Special Intelligence Communications (SPINCOM) Center Officer and Special Security Officer (SSO). As such, I was responsible for Top-Secret Sensitive Compartment Information (TS-SCI) processing and facilities throughout the division. As the senior intelligence officer in the division, represented the ground force commander and Marine component commander on intelligence issues in naval, joint, and combined military exercises throughout the Pacific theater that included Korea, Thailand, and Australia. I was proficient in the operation of Secret Internet Protocol Router Network (SIPRNET), Intelligence Link (INTELINK), Joint Worldwide Intelligence Communication System (JWICS), Tactical Combat Operations System (TCO) and Intelligence Analysis System (IAS).

Marine Tactical Operations Officer

  • Served initially as an A-6E pilot and later as an Intelligence officer at the tactical and operational levels. Majority of assignments were Marine Divisions and Marine Expeditionary Unit, Special Operation Capable MEU (SOC), were served as Intelligence Officer and as well as special operations evaluation support of Marine Corps Special Operations Training Group Atlantic and Pacific responsible for coordinating with regional FBI Special Agents-in-Charge (San Diego, CA and Norfolk, VA). Completed over four years underway at sea on 30 U.S. Navy ships with both Marine Corps and Navy staffs. Deployed for exercises and contingency operations to all Geographic Combatant Command AORs. Marine intelligence plans reviewed aboard 1st Marine Division for Operation Red Plot, DOD Civil Defense operations response to Los Angeles riots. Planned and executed OPERATION QUICK DRAW (AC-130 recovery Kenya) and OPERATION DISTANT RUNNER (Rwanda and NEO).
