Director of Staff N-NC/J5
- Directorate lead for manpower, personnel, office evaluations, Task Management Tool, security and budget programs in support of three General Officers/Flag Officers, 85 military civilians and contractors and three Offices of Defense Coordination (ODC). Served as the Deputy Director for all headquarters corporate functions and boards (e.g., Deputy Director Meetings, award/selection boards), and routinely represents the directorate at senior leadership huddles, standups and synchronization meetings. Plans and publishes NORAD & United States Northern Command 5 Strategic Calendar tracking, coordinating and driving battle rhythm topics for the commands. Personnel/manpower accomplishments include leading all contract efforts (Performance Work Statements, contractor selection and contracting Officer Representative assessments), led in-sourcing of contractor civilians, and acted as directorate hiring authority. Led Directorate training for the National Security Personnel System (NSPS) in 2006 and execution of Secretary of Defense manpower reduction efforts. Personnel Policy Group and Personal Action Group plan holder and appointed by Commander NORAD & United States Northern Command Senior Civilian Council. Directorate lead charged with Management Internal Control Program (MICP) and Directorate annually ability responsibility for $4M Operations and Maintenance budget (government travel, supplies, contract execution, ODC/embassy support programs) as well as Tradition of Commanders Activity, Counter Narcotics budget execution. Ensures training portal migration and regulator programs meet standard and are on time. Directorate supervisor of the assigning, tracking, and processing of over 1200 Task Management Tool taskers and 50+ trip books annually. Directs all security programs ensuring six office spaces, two Sensitive Compartmented Intelligence facilities and three ODC offices meet Department of Defense (DOD), USCYBERCOM, 21st Space Wing Security, and Chief of Staff Requirements. Directly supervises a team of eight military and civilians. Oversee 86 civilian timecards as well as Individual Development Plans and training programs in the Directorate Battle staff lead for J5 Contingency Response Group cell and Continuity of Operations and Continuity of Government (COOP/COG) planning and execution. Directorate lead for National Leadership C2 and NC2 working group boards. Deployed in support of US Army North’s southern border planning efforts coordinating all Customs and Border Protection (CBP) tasking to Special Purpose Marine Ground Task Force (SPMAGTF) for the San Diego/EC entry sector prior to USINDOPACOM wopping up USNORTHCOM. Continued support through planning analysis and war-gaming efforts with US Army North in addition to CBP Liaison Office to identify potential branch and sequel planning requirements by operation phases.
