Field Security Specialist

Serves as a Field Security Specialist (GG12/13) with the United States Army Intelligence & Security Command (INSCOM), G2 INSCOM Security Operations Center (ISOC). Responsible for strengthening the Army security posture by providing an operational enterprise capability to receive, analyze and oversee the mitigation of reportable activities as a key component of the Army Security Office, while delivering tailored security awareness briefings and products to personnel across the Army, and providing integrated security support to the Army Insider Threat Program. Provides supplemental alert notifications for Continuous Vetting Reports (CVR) issued by the Vetting Risk Operations Center (VROC). Provides initial alert notifications for Law Enforcement Reports, Human Resource Reports, Counterintelligence Reports, Information Security and Assurance, and User Activity Monitoring triggers to Security Managers and Special Security Officers (SSO) following all regulations, Standard Operating Procedures (SOPs), and policy letters, within my area of responsibility (AOR). My AOR includes Soldiers, DA Civilians and Contractors who work in the United States Army Forces Command (FORSCOM), Training and Doctrine Command (TRADOC), Installation Management Command (IMCOM), Army Material Command (AMC), Arkansas National Guard (ARNG), Oklahoma National Guard (OKNG), Mississippi National Guard (MSNG), United States Army Reserves (USAR) units, and the Personnel Confinement Facility (PCF). When there is an approved Exception to Policy, submit incident reports in the Defense Information System for Security (DISS), DISS Central Verification System (CVS) on behalf of the Command. This action ensures reports are submitted within the required timelines and the Defense Counterintelligence and Security Agency (DCSA) Consolidated Adjudication Services (CAS) is notified of previously unreported information. Assists Security Managers in preparing security documentation for the appropriate organizational personnel and the adjudicative process. Coordinates with geographically aligned Command Security Managers, local Security Managers and Special Security Managers to initiate appropriate actions to address derogatory information. Offers sound regulatory guidance to Security Managers to assist key leaders in implementing recommended courses of action that ensure compliance with the Department of the Army (DA) and Department of Defense (DoD) support to the Insider Threat Program. Conducts key leader engagements to ensure the decisions of Security Managers and organization leaders align with established reporting requirements. Presents tailored security briefings to supported organizations’ key leaders and Security Managers. Supports internal and external security professionals across areas of personnel security relative to Insider Threat. Confirms reports which may have a Counterintelligence (CI) nexus are appropriately distributed. Offers guidance to Security Managers and key leaders to ensure compliance with DA and DoD security program regulations, policies, methods and procedures. Provides detailed notes and accurate data into the case management system designated as the Army Security Response Tool (ASRT). Utilizes an analytic tool known as Kibana to explore, visualize, and analyze case data which operates a powerful suite of analytical tools and applications for quality control/quality assurance (QA/QC). Continuously monitors open cases to ensure adjudicative due process is moving toward a favorable determination by the DCSA CAS. Send notifications to Security Managers on all individuals who receive a No Determination Made or Unfavorable Security Determination which may be detrimental in the safeguarding of National Security. Monitor local law enforcement reports and Serious Incident Reports, which reveal previous or current credible derogatory information that is unreported to DCSA CAS and assist Security Managers in complete and concise reporting to DCSA CAS. Assist with planning and execution of Security Professional Forums that have the potential to reach audiences across all Army Command Teams and Security Professionals via Microsoft Teams. Provide assistance to the DA G2 Army Security Office when requested. Serve as one of two ISOC Government Purchase Card (GPC) Holders; responsibilities include assisting requesters with seeking quotes, market research, providing request details and justification, and obtaining Section 889 representation. Ensuring the Purchase Request and Authorization (PR&A) form is accurate, routing the form to various personnel for approval and uploading required documents into US Bank. Served as the Fort Sill Fires Center of Excellence (USAFCoE) Personnel/Industrial Security Program Manager providing support to Department of the Army (DA) Soldiers, Civilians and contract personnel. Received and processed requests for personnel security investigations in accordance Department of Defense (DoD) and DA regulations and policies for personnel who require access to classified and controlled unclassified information. Advised/coordinated with FORSCOM, TRADOC, MEDCOM, CECOM and other tenant unit Security Managers/Directors/Commanders and made initial determinations as to the type of security investigation needed (i.e., initial, periodic reinvestigation or upgrade). Initiated clearance requests through the Personal Security Investigations Portal (PSIP). Worked with CPAC to ensure new employees had the proper background investigation/security clearance for the position they applied for based on position sensitivity. Reviewed Standard Form 86, FBI fingerprint results and local police background checks for derogatory information ensuring only cleared personnel were granted suitability or access to national security information. Processed background investigations for compliance with the Homeland Security Presidential Directive 12 (HSPD-12) requirements for un-cleared contractors. Granted interim suitability/Secret eligibility for all USAFCoE employees, FORSCOM/TRADOC Soldiers and Accession personnel assigned to Fort Sill who met the requirements in accordance with the regulations and 13 adjudicative guidelines. Captured and submitted fingerprints via SWFT to the Defense Counterintelligence and Security Agency (DCSA) for suitability, security clearance requirements, employment, concealed weapon permits etc. Served as the Fort Sill, Defense Information System for Security (DISS) account manager, with direct responsibility for creating accounts for all Fort Sill security professionals. Primary administrator for Joint Personnel Adjudication System (JPAS), responsible for in and out processing, entering incident reports, processing visit requests, indoctrinating personnel requiring access to classified information, updating the Security Clearance Access Roster (SCAR) and creating JPAS accounts for newly assigned Security Managers assigned to Fort Sill. Developed the physical security inspection schedule for FORSCOM, IMCOM, TRADOC and Tenant organizations for the Physical Security Branch. Administrator for the Security Management System (SMS), physical security report/survey software program. Performed physical security surveys, recommending what type of protective coverage (lights, locks, fences etc.) and alarm components were needed to provide adequate protection of aircraft, weapons, ammunition, COMSEC equipment, Mission Essential Vulnerable Areas (MEVA), High Risk Targets (HRT), high-risk personnel and other government property. Reviewed Corps of Engineer (CoE) drawings of new and renovated construction plans to ensure all physical security measures were taken into consideration and made recommendations to the CoE if they were not. Primary administrator for the Integrated Commercial Intrusion Detection Systems (ICIDS) alarm system on Fort Sill.
