  • I developed work schedule, managed budgets, and executed work for Temporary Services and AIT support, as well as production work items. I was in charge of successfully driving 40,000 labor hours and over 10 subcontractors simultaneously to execute work in compliance with all Navy standards and requirements (Navy Standard Items, 8010 requirements, WAFs/tag-outs, etc.). Additionally, I was tasked with restoring and testing systems in their entirety such as, chill water, seawater, electronic cooling water, collection holding tank, low and high pressure air systems and equipment.
  • I planned and setup all the temporary services for the Navy surface combatant vessels, USS Chosin and USS Cape St. George, including setting up the berthing barge and berthing trailers. I provided oversight to all the temp services for all crews including prime contractor, subcontractor, AIT’s, and ship’s force. Evaluated and surveyed conditions of all temporary services daily to ensure compliance with all Vigor safety and health requirements as well as Navy contract specifications, such as OSHA, 8010 requirements and Navy Standard Items, and more importantly to confirm personnel safety and protection for both projects. Directed and executed any required repairs or alterations throughout both of the availabilities. Worked with Environmental to ensure both vessels were in compliance and that temporary services were available and ready for any emergency situations, such as oil spills, pipe bursts, etc. Immediately notified Environmental team whenever any issues arose and began immediately addressing the issues as they came up, slight oil sheen in the water, hazardous spills, burst CHT lines for berthing barge, etc. Additionally, maintained the Temporary Services and Fire Safety Plans, ensuring both were updated and accurate. Serviced fire hoses regularly to ensure fire protection was always available and ready for any emergencies. Specifically addressed multiple Class C fires, working directly with the Navy team to identify and isolate before any became significant issues.
  • I estimated budget for labor and materials, as well as evaluated subcontractor proposals for various work packages with contracts administration, including review of complex ShipAlts and Navy drawings, to develop an overall plan and schedule for both projects.
  • I surveyed work sites and provided management oversight to the work performed on the vessels to ensure that work was completed on task and on budget. I also made sure that all work met the appropriate quality assurance and specification requirements as well as standards for US Navy vessels. Often I worked directly with the Quality Assurance team to ensure all Test and Inspection Plan line items were being addressed and completed in a timely manner.
  • I assessed initial conditions or discovered and utilized condition found reports (CFR’s) to describe technical and unusual problems and with critical thinking recommended appropriate repairs for issues with electrical, structural, systems (60/400Hz, CHW, SWS, HVAC, FM, ICCP, etc.), equipment and preservation based off technical knowledge, available repair capabilities and general, best, industry and ship repair practices and processes.
  • I made sure that all Test and Inspection Plan (TIP) and Objective Quality Evidence (OQE) requirements were followed and met for all work packages and temporary services. I am familiar with imposing all Navy Standard Items, non-destructive testing methods, military standards and commercial standards where applicable. I analyzed and provided status reports to Vigor upper management and NWRMC Government team. I drove work to completion by focusing efforts on remaining testing in the TIP and pushing production to finish or correct repairs as needed, while confirming all OQE submitted in a timely manner.
  • I arranged and provided direct oversight to restoring 60/400HZ, CHW, SWS, HVAC, FM, ICCP systems and all electrical work. I led and participated in walkthroughs and deep dive meetings with NWRMC and Navy counterparts, as well as any relevant AITs or subcontractors. I used my knowledge of Work Authorization Forms (WAFs) and Navy Tag-outs to establish systems quickly and efficiently, working daily with WAF and Navy teams and walking specific issues with the directly impacted and involved Navy personnel.
  • Evaluated team performance metrics regularly, identifying areas for improvement and implementing targeted strategies to boost productivity levels.
  • I organized and led all major vessel movement evolutions including: dry-docking, undocking, vessel berth changes (performed flip of the USS Chosin to support Sliding Pad-eye testing and shifted USS Chosin and Cape St. George to be abreast of each other once pier-side).
  • I performed all manner of testing inclusive of mechanical, electrical, structural, load, and operational. Quickly and critically analyzed issues and troubleshot repairs to complete any and all testing requirements as necessary.
  • I performed shore power upgrade for USS Gridley, we tied temporary shore power into GTG-3 SWBD, removed all plugs and shunt trips. Recess insert the bulkhead at FR-220, reinstalled all plugs, tested cables and restored the system to original condition. Successfully pulled Heliax cable to 05 level antenna and worked to complete VSWR testing. Removed and reinstalled cargo doors with actuators, removed, overhauled, reinstalled and tested sliding padeyes, fire pumps and sea water pumps to Navy specification. I provided all temporary services for the avail, temp generator, ATS, services throughout the vessel in a safe manner to align with 009-08 and 009-74 Navy standards.

I ensured that all work was appropriately isolated with Vigor lock out/tag out procedures and that all personnel on my crew knew the work to be completed and how to ensure their own safety on the job sites. I reviewed lock out/tag out verification with crew to ensure that work sites were safe daily.

  • I coordinated with Port Engineers and Chief Engineers and reviewed specifications, scope of work, processes, and quality of work being performed to ensure a good final product.
