  • Biennial Budget Review and Preparation - Review, analyze, and make technical revisions to agency budget requests. Prepare initial executive budget document from agency request. Review agency budget requests and make recommendations to the EBBO 2, EBBO 3, and/or Administrator. Prepare initial Governor's recommendation, which includes using agreed upon inflation estimates, developing rates for internal service fund agencies, and uses generated guidelines to formulate recommendations, verifying that all new positions and reclassifications have a supporting NPD-19 submitted by the agency; reconciling positions and classifications to the legislatively approved payroll document; reconciling all actual and work program appropriations and IFC allocations; and constructing and maintaining a reasonable set of calculations to support all expenditure recommendations within department parameters. Prepare final Governor?s recommendation. Prepare executive and agency bill draft requests by preparing recommendations for review by the EBBO 2, EBBO 3, and/or Administrator for assigned budgets; draft legislation for Budget Division and Governor?s proposal as assigned; and draft fiscal notes on bills that have a financial impact of at least $2,000. Monitor legislative budget review process for all legislative action affecting assigned budgets; study the Assembly and Senate Daily Journals and Histories; is prepared to thoroughly discuss potential legislative impact with the EBBO 2, EBBO 3, Administrator, Deputy Director, and Director concerning assigned budgets and; is prepared to testify on agency budget related issues, at hearings during the legislative session. Testify at legislative hearings as needed. Prepare highlight reports for publication on a public website. Enter assigned BA accounts in the Nevada Executive Budget System (NEBS) and Contract Entry and Tracking System (CETS), for review by EBBO 2; follow Board of Examiner submission process.


  • Interim Budget Oversight and Management - Ensure assigned agencies are complying with legislative intent for their budgets by periodically monitoring activities to identify any potential issues, reviewing, and approving Controller?s Office closing documents, and reviewing and ensuring assigned agencies are complying with all special memos and directives from the Governor and/or Legislature.


  • Modification to Approved Contracts - Analyze, approve, or reject all assigned agency requests for contracts in excess of $2,000 but less than the State Administrative Manual defined Clerk of the Board level contracts both in CETS and the official hardcopy packet on behalf of the Clerk of the Board of Examiners.


  • Modification to Approved Work Program - Analyze all assigned agency requests to change the legislatively approved work program. This involves analyzing each work program based on statutory procedures outlined in NRS Chapter 353; determining appropriateness of the work program; and recommending approval, revision, or denial of the work program. Prepare IFC work program agenda items in NEBS and IFC action and information items on Microsoft Word templates.


  • Position Control - Review and if appropriate approve NPD-19s. Update IFS HR system for all position additions, changes, and deletions promptly. Reconcile positions between the IFS HR system and NEBS to ensure both systems are accurate.


  • Additional Duties - Complete interim assignments as requested by EBBO 2, EBBO 3, Administrator, Deputy Director, and Director. Support Governor's Finance Office in achieving strategic goals. Prepare and submit required timekeeping documents in the State of Nevada timekeeping system within designated deadlines. Read and ensure understanding of all department Policies and Procedures, and Prohibitions and Penalties. Attend and actively participate in required meetings.
