Daniel Conner

• This position is located in the Command Group of Joint Force Headquarters Oregon.
• Works directly for The Adjutant General (TAG)/Director and manages all enlisted personnel, to include both Army and Air Force.
• Serves as primary advisor and spokesperson regarding issues related to training, professional development, analysis, and enforcement of established policies and standards for all Oregon National Guard members
• Provides strategic advice and planning input to leadership on effective use of resources and programs in support of established objectives.
• Makes recommendations to Army component, Air component, and joint staff on all matters pertaining to the enlisted force and their families.
• Ensures adherence to command policies, monitors readiness, enlisted professional development, training, health, morale, and welfare of enlisted service members.
• Ensures subordinate Non-Commissioned Officers comply with state’s enlisted program goals and objectives
• Regularly interact with senior enlisted leaders of other Department of Defense (DoD) components; and participates in variety of DoD, Federal, and State level advisory councils to include vise chair for the state diversity and inclusion council

Key Achievements:

• Effectively mobilized 6,600 soldiers and 2,600 airmen, largest state mobilization since WW II, to support a variety of operations that included wildfire fighting, Coronavirus vaccination clinics and traffic control points.
• Evaluated organizational compensation philosophy and introduced a more efficient compensation structure.
• Led working group of senior leaders in development of state-level unit award to be awarded to units for performance of State Active Duty fostering esprit de corp and recognizing each members sacrifices.
• Recognized by Director of the Air National Guard with Legion of Merit Award.
• Recognized by the Governor of Oregon with Oregon Distinguished Service Award.

• Principal advisor to Group Commander/Executive Director on matters of health, welfare and morale, professional development and effective utilization of personnel assigned to group.
• Provide leadership and management in organizing, equipping, training and on-boarding personnel in diverse subordinate divisions to support Air and Space Expeditionary Force construct.
• Interpret and enforce policies and applicable directives.
• Establish control procedures to meet mission goals and standards.

Key Achievements:

• Created new enlisted promotion process that significantly improved process time and put promotion decisions at appropriate level of leadership.
• Oversaw massive Risk Management Framework accreditation effort for the organizations three communication networks and ensured overall network connectivity and security.
• Revitalized organizations ancillary training program improving member combat readiness by 33% within one year of implementation.
• Led over 230 Airmen during operation Noble Eagle, generated 450 combat air patrol sorites to protect POTUS movements as well as the historic Space X launch.

• Responsible for overall management of Munitions Storage and Maintenance Area.
• Oversee effective and efficient management of munitions stockpile valued at over $528 million.
• Create and oversee operating budget.
• Scope of responsibility concentrates on safe, secure, and efficient use of personnel and materiel resources, while maintaining highest degree of munitions capability, accountability and security in accordance with DoD, OSHA and all other governing standards.
• Enforce strict adherence to technical data and management procedures.
• Enforce maintenance and supply discipline.
• Review and evaluate management and production effectiveness with focus on improvement opportunities.
• Analyze personnel and equipment performance history using Quality Assurance reports.
• Initiate management actions to meet new workloads or correct reported/perceived deficiencies.

Key Achievements:

• Developed and published new Department of Defense Explosive Safety Board approved Explosives Site Plan for Portland Air National Guard Base.
• Provided assessments regarding actual placement of munitions and related facilities to support U.S. and coalition activities in Al Dhafra Air Base, United Arab Emirates.
