The MSO's are responsible for enacting an in-port security plan during any pier side evolutions. Weapons qualifications are conducted quarterly on several platforms from 9mm to .50 caliber heavy machinegun operations, LRAD and DRAKE anti drone systems, courses of fire, operation and maintenance.
  • Acted quickly during emergency situations to reduce opportunity for damage and injury.
  • Prevented unauthorized access to facilities by enforcing strict entry protocols and verifying identification.

  • Program management for the augmentation of active-duty service members into Naval Security Forces, (NSF), to assist with heightened contingencies, natural disasters, civil disturbances and special events.
  • Reconstructed and reorganized a perfunctory program previously not given the depth of consideration needed to operate at an effective level.
  • Revised the existing ASF instruction to reflect the Chief of Naval Operations (CNO), Secretary of the Navy (SECNAV), Chief Naval Installation Command (CNIC), Chief Navy Region Mid-Atlantic (CNRMA), Installation Commanding Officer and the Installation Anti-Terrorism Officer's (ATO), guidance for effective use.
  • Ensured the coordination of 33 Tenant Command representatives were on point with the requirements and current qualifications of the standard NSF member. ASF requires additional Sailors from the Tennant commands at all times in order to meet Naval Station Norfolk's security forces guidelines.
  • This rotation is dynamic in nature due to the schools and training involved to bring a non-security designated Sailors up to par with Security Forces.
  • Monthly sustainment training and practical drills were a requirement for the new program. Upon completion, the new ASF program reflected current leadership and mission requirements while ensuring no Sailor was not left behind/not rotated.
  • 2018-19 CART 1 inspections yielded top scores in the Navy for this program.

Anti-terrorism Officer, (ATO)

  • Delivered a wide range of qualitative and quantitative antiterrorism methods for the assessment and improvement of this program's effectiveness, while providing organizational oversight to the installations Commanding Officer and Executive Officer of Personnel Management, Police Services, Emergency Management, Physical Security, Personal Security, Information Security Management, Antiterrorism and Force Protection Training.
  • Provide subject matter expertise in the management of the following five programs: Anti-terrorism and Force Protection (AT/FP), Operational Security (OPSEC), Personnel Security (PS), Physical Security (PHYSEC), and Informational Security, (IS).
  • Act as an advocate in the Commanding Officer in NSNPT's best interests. Worked under broad delegated authority for independently planning, scheduling, coordinating, carrying out, and monitoring the effectiveness of the operation of the security program.
  • As the Trusted Adviser to the Commanding Officer and Executive Officer, provide needed analytical and evaluative skills in conducting operational administrative program management with the primary responsibility to establish, evaluate, implement, and ensure compliance with all Department of Defense (DOD), Department of the Navy (DON), Bureau of Medicine (BUMED), and Office of Personnel Management (OPM) instructions and regulations.
  • Rewrote the Operational Ordinance 3300.1, a guideline for protecting the base in most any situation, used by the Commanding Officer and the Tennant Commands at Newport Rhode Island. NSNPT successfully Passed the Cart 1 assessment in 2017 after a lower than passing grade was issued in 2016.

  • Periodic and Transfer Evaluations outlining subordinate progress, accomplishments and overall effectiveness on and off duty must be completed for progression and continuity. Evaluations are followed by an award for actions deemed above and beyond the call of duty.
  • 160+ Military, Civilian and foreign national personnel were lead during this time.
  • Completed several successful extensive Higher Headquarters, (HHQ), Inspections: Joint Security Integrated Vulnerability Assessments, (JSIVA) Navy Criminal Investigation Service - Security Training Assistance and Assessment Team, (NCIS STAAT), Military Working Dog, (MWD), inspections.
  • Monthly and quarterly drills and scenarios were completed with a pass / fail rating. Pre-CART Assessment.

Harbor Patrol Unit Leading Chief Petty Officer

  • Hand selected due to hands on experience to lead and manage the Security Harbor Patrol Unit in Crete, Greece.
  • Responsible for the safety and welfare of 35 Personnel, four RHIB Patrol Units, each valued at $300,000. Each outfitted with one .50 caliber machine gun and two M240 medium machine guns the harbor was patrolled 24/7/365 in conjunction with the Hellenic Navy.
  • One major obstacle was we were no longer the only authority on the water, we had to adopt and practice host nation maritime laws and conduct, not to mention the changes in the Rules of the road.
  • We were responsible for the safeguarding of moored foreign and domestic military vessels. During the Pre CART assessment, we received some of the highest scores for proficiency and readiness.

Leading Chief Petty Officer

  • Responsible for 40 personnel, 3 Harbor Security Moose Boats, (34' dual Catamaran style inboard turbo Diesel vessels), We ensured the security and safety of the U.S Atlantic Fleet while in port 24/7/365.
  • Patrolled over 7 nautical miles of shoreline and had zero security breaches. Boats were equipped with a Coxswain and two crew members, two M240 medium machine guns, two M4's, one M500 and three M9's.
  • My department was responsible for assisting and saving more than 6 civilian and Military personnel from drowning due to personnel craft issues or at sea collisions. My HPU Department again passed all assessments.
