Summary

Spanning over 30 years of public service, I have held numerous Executive level leadership positions with direct responsibility and accountability for large technology and business portfolios. My skills and experience are very diverse and I have pushed myself to develop and refine my capabilities over time by undertaking multiple positions within different state agencies. As a continual life-long learner I have worked in large, mid-sized and small agencies, which has exposed me to a variety of organizational cultures, norms and diverse perspectives. These experiences have helped me grow and mature as a leader and to appreciate the value in approaching each new career opportunity with a growth mind set and to be attentive to what the agency and employees need from me as a leader and how I may have to adapt and apply my expertise differently to best meet the agency's needs. My expertise includes developing and transforming organizations, navigating complex authorizing environments, cloud enablement, strategic planning, workforce and budget planning, procurement and contract strategy. I have many years of proven experience leading organizations through the process of implementing enterprise level technology investments and business solutions that truly extend business capabilities with measurable outcomes. I have extensive experience developing legislative funding requests, which requires a deep understanding of the legislative process, OFM and WaTech polices and the legislative gated funding process. Throughout my career, I have focused considerable attention on how to align agency transformational initiatives with organizational change management (OCM) strategies to help guide and support executive leadership and agency staff through the process of converting healthcare policies and strategic decisions into actionable work efforts that result in meaningful and sustainable technology investments. The process of implementing complex policies and strategic commitments into something that can be "operationalized" and maintained over time is challenging, yet achievable. Having a comprehensive understanding of how to lead and implement new enterprise business investments by aligning people, process and technology in a governmental environment has enabled me to fulfill this role.

Assistant Director Information Technology & Chief Information Officer (CIO)

  • Assistant Director/CIO and member of the L&I Executive Leadership Team responsible for setting overall strategic vision, direction and oversight of the agency's large enterprise technology portfolio of systems, services, security and assets used by the agency to support L&I's complex lines of business
  • Provide overall strategic vision, guidance and direction for multiple technology teams comprised of IT Program Directors, IT Senior Managers and highly technical professionals of 270 employees and about 50 contracted professionals, many vendor partner firms and have direct responsibility for approximately a $125 million biennial budget
  • Led L&I's digital transformation to the Microsoft Azure Cloud (full story) and increased use of cloud capabilities by building upon many successful cloud enablement efforts
  • Completely transformed the operating model of the technology division using an employee driven 'bottom up' approach that focused on early workforce inclusion and creating a shared vision for the new future of the division and managing the people side of change across each change event
  • Fostered an organizational culture that embraces continuous change and evolution in order to transform and continuously grow the technology division who supports L&I's large scale and highly complex Workers' Compensations system and Industrial workplace safety programs
  • Provided exceptional oversight of L&I's advanced and mature technology ecosystem and security posture encompassing over 450 technology systems, SaaS/IPaaS platforms, applications and enabling technologies

  • Assistant Director and member of the L&I Executive Leadership Team responsible for setting overall strategic vision, direction and oversight of the agency's major enterprise-wide support functions; including Budget, Accounting, Facilities Management, Capitol Planning, Information and Data Governance, Privacy Officer, Internal Health & Safety, Public Records Management, Transportation Services, enterprise mail and printing services used by the agency to support L&I's complex lines of business
  • In support of the Financial Management Deputy Director & Chief Financial Officer (CFO), had delegated authority to carry out division-wide administrative support responsibilities and represented the agency in all matters with key stakeholders such as the Department of Enterprise Services (DES), Office of Financial Management (OFM), Attorney General Office (ATG), the Legislature and other Washington State agencies
  • Provided overall strategic vision, guidance and direction for multiple large program teams comprised of Lines of Business Program Directors, Senior Managers, Program Managers, and highly skilled domain specific professionals
  • The Administrative Services Division was comprised of approximately 125 employees and about 25 prevailing wage contractors with a divisional budget of approximately $80 million per biennium
  • As the Assistant Director for Administrative Services Division, this role required significant overlap and involvement with Actuarial Services, Attorney General, Internal Audit, Enterprise Risk Officer and Human Resources in resolving complex matters and undertaking enterprise initiatives

Chief Information Officer (CIO)

  • Full delegated authority to carry out the responsibilities of the IT department and represent the agency in all IT matters with key stakeholders such as the Washington Technology Solutions (WaTech), Office of Financial Management (OFM), the Legislature and other Washington State agencies
  • Develop and manage the biennial budget for the IT department and proviso based project expenditures of approximately $4.5 million annually
  • Review and assess agency impact of proposed legislation or enacted legislation that involve agency IT systems
  • Plan and approve IT acquisitions and oversee budget decisions that impact the agency's enterprise systems
  • Oversee, direct and approve the hiring process and decisions for the entire IT department
  • Using defined performance measures and reports, monitor staff workload and adjust priorities and shift resources as bottlenecks occur or staff become overcommitted
  • Provide the necessary IT Investment planning, including preparing feasibility studies, investment plans and developing decision packages required by OCIO and OFM oversight agencies for new agency investments
  • Manage and update the agency's IT Portfolio reporting to OCIO and OFM
  • Manage and oversee all vendors and procurement activities for contracted goods and services and negotiate all contracts on behalf of the agency, including overseeing contract/vendor management and approval of technology contract amendments

Information Technology Enterprise Project Director

  • Full responsibility and accountable for directing and managing OIC's HP3000 enterprise system replacement and modernization effort, which was a Level 3 Information Services Board (ISB) oversight project with a proviso budget of $5.8 million
  • This was a complex enterprise-wide system development effort using Microsoft.NET that included applying advanced agile software development practices, complex configuration and release management processes, complex data conversion strategies and procurement and vendor management activities
  • Envisioned, engineered and directed OIC's full e-commerce implementation of all Online Consumer Services, which included Consumer Complaint Activity Tracking System (CATS), Agent/Broker Licensing, Company Premium Tax collection, Insurer Premium Rate Changes and reporting of Medical Malpractice closed claim data
  • This was a Level 3 ISB oversight project that had a proviso budget of $1.7 million
  • Planned, engineered and directed OIC's Consumer Advocacy electronic imaging and workflow system implementation used to track consumer complaints from receipt to final disposition
  • The system was developed using a variety of imaging and workflow technologies and integrated using Microsoft.NET technologies
