GENERAL SUMMARY: The Change Order Analyst provides analysis and recommendations to Project Managers and Resident Engineers in construction contract change actions, including work directives, change orders, risk reallocations, construction quantity variances and time extensions.


  • Work with the Director of Contractor Change Management and Senior Manager of Construction Change Orders with a focus of providing Project Managers and Resident Engineers with review and cost analysis of contractor proposals, time and material pay estimates and change order costs including wage rates, labor hours, materials, equipment, overhead and profit factors for compliance with contract specifications and standard industry practice.
  • As required, attend job meetings, and visit job sites and field offices to obtain first-hand knowledge of the project, base contract, and change order scopes of work.
  • Provide input into Work Directive Letters and Authorization Review Control Sheets (Form 3-4), including developing order of magnitude independent cost estimates, and review for accuracy and completeness.
  • Review contractors' Change Order Requests, and assist / advise Project Managers with determinations of merit.
  • Analyze contractors' Change Order Requests for MBTA / FTA compliance and pricing reasonableness.
  • Ensure that construction contract change actions, including work directives, change orders, risk reallocations, construction quantity variances and time extensions, are processed in accordance with MBTA Change Order Guidelines and applicable contact documents.
  • Assist in writing a comprehensive description of the contractor scope of work to be performed.
  • Review one's own work and that of others to ensure that the information presented in construction change order packages and work products is accurate and complete.
  • Proactively resolve problem issues and expedite the change order process.
  • Draft Change Order memos as required.
  • Update Change Order Request (COR) Log on a regular basis.
  • Provide COR Log to Director and Senior Manager of Change Orders as required.
  • Review pays estimates and monitor for progress and timely completion.
  • Coordinate interface with Capital Management System (CMS) staff and Information Technology Department (ITD) systems.

GENERAL SUMMARY: Reporting to the Director, Clinical Research Finance Services in the Partners Clinical Trials Office (CTO) within PHS Office of the Chief Academic Office, the Clinical Research Financial Analyst supports clinical investigators at Brigham and Women's, Faulkner, Massachusetts General, Newton Wellesley and Spaulding Rehabilitation Hospitals through the provision of clinical research financial services. Primary responsibilities include development, negotiation, approval and fund activation of corporate-sponsored clinical research budgets and financial terms. Additional services include preparation of Medicare device petitions/re-approvals and interpret and finalize Medicare coverage analyses.


  • Assists clinical investigators in the development, negotiation, approval, and fund activation of clinical research budgets. Reviews clinical research protocols for resource and financial implications. Approves BWH, Faulkner and MGH clinical research budgets as a pre-requisite for agreement execution. Understands and keeps current with FDA and Medicare regulations applicable to clinical trials.
  • Understands interaction of Medicare regulations and/or third-party insurance to develop clinical trial budgets.
  • Prepares financial analyses on device trials, as necessary, and serves as a resource to investigators on device regulations. Consults with hospital administration and Research Compliance on billing issues when necessary.
  • Follows institutional and departmental policies and procedures when Chief / Senior Vice President / Hospital Administrative review of budgets is required.
  • Collects and analyzes CTO performance metrics, including PI satisfaction survey and turnaround time. Generates reports through InfoEd, Insight and Micro-strategies.
