• Conduct Quarterly audit file reviews and field reviews of active transportation construction projects throughout Beaumont district for SWPPP items, FHWA bulletin boards, and applicable BMPs to determine deficiencies. Deliverables:
• Create and develop active construction project tracker spreadsheet for prompt tracking of deficiencies, management of corrective actions, and district response to identified deficiencies to improve environmental compliance with local, state, and federal environmental permit legal requirements
• Attained qualifications for Construction Stormwater Instructor (CSI) certified to teach TxDOT ENV302–SWP3 Applied Concepts and ENV303-Conducting SWP3 Inspection training. Deliverables:
• Lead ENV302/303 trainings for district inspectors and contractors
• Solicit students, plan, proctor and facilitate course, and stay abreast of current environmental developments, new rules, laws, regulations, policies, and procedures
• Prepare, write, deliver, and execute annual EMS Summit on current environmental developments, and staff responsibilities to ensure environmental compliance with local, state, and federal environmental regulations, rules, and permit requirements.

• Assist in preventative maintenance program. Deliverables:
• Plan preparation activities and problem solving of engineering-related problems including creating plans, specifications, and estimates (PS&E) district wide.
• Created CAD models and drawings for district wide maintenance and bridge designs.

• Oversaw active construction projects throughout Jasper, Newton, Orange and Tyler counties. Deliverables:
• Use application of engineering fundamentals through project management, project planning and oversight, interpret applicable construction plans, schematics, blueprints, or maps for compliance with local, state, federal laws, TxDOT specifications, procedures, standards, and guidelines
• Conduct construction fieldwork: survey, inspect, review work of contractors and operators, including inspection of Best Management Practices (BMP) for compliance with TxDOT policy and permits.

Offered daily operational support in environmental services for air, water quality, industrial solid waste management; management system, compliance assurance; pollution prevention, recycling and sustainability; asbestos inspections and notifications, design review, and EMS training for NASA-JSC environmental support services contract. Deliverables:

• Conducted, planned, and coordinated monthly, bi-monthly, or as needed environmental educational training of Ellington Field and NASA JSC civil servants and subcontractors
• Spearheaded development, evaluation, and restructuring of environmental training materials and resources including yearly training offered, environmental database updates and maintenance
• Project Lead and technical consultant evaluating and overseeing NASA Work Authorization Document (WAD) design and construction projects for compliance
• Planned, coordinated, and guided NASA JSC Environmental Office asbestos program per EPA NESHAP, State and JSC regulations
• Coordinated recommendations with media experts to ensure technically accurate and timely responses to all technical assistance requests
• Team lead and lead inspector of NASA JSC Annual Environmental, Safety, and Health Inspection Team which conducted, coordinated, scheduled, and assigned quarterly environmental compliance inspections to 12 team members then provided submittals of final reports

• Prepared and submitted environmental reports and applicable permits to various regulatory agencies regarding air, water, and waste requirements. Deliverables:
• Prepared over 100 third party environmental site assessment reports meeting ASTM requirements on real estate and due diligence projects for commercial, industrial, multi-site and vacant properties to successfully complete projects on time and within budget.
• Collection of asbestos, lead, mold, and radon samples for real estate projects
• Performed property condition assessments inspecting and evaluating superstructures, substructures roofs, HVAC systems, plumbing, and fire safety then prepared repair and replacement cost tables on over 50 due diligence projects for commercial, industrial, multi-tenant, multi-family, and multi-site portfolios.
