• Preparing the Operational Flight Plans (OFP's) for each flight between specified points as assigned and signing the Dispatch
Release only if they believe the flight can be made with safety.
• Canceling or re-dispatching a flight if, in their opinion or the opinion of the Captain, the flight cannot operate or continue to operate safely as planned or released.
• Reviewing flight restriction items and applying correct penalties, and/or restricting operations when necessary.
• Ensure the two-way communications system between the Operational Control Center (OCC) and the aircraft, as provided by the company, is available for all points along the legs for which the aircraft is to be dispatched, and aircraft to-ATC communications are also available to control the anticipated operation.
• Flight Following each assigned flight, by monitoring the progress of each flight from place of origin to the place of destination, including intermediate stops and diversions. Entering flight movement times as
appropriate.
• Filing the ATC Flight Plan with the appropriate Air Traffic Services unit(s).
• Providing Flight Monitoring and support to the Flight Crew.
• Providing the Captain all available current reports and information concerning airport conditions or adverse weather phenomena, such as clear air turbulence, thunderstorms, volcanic ash, low-altitude
windshear, etc., for each route to be flown and each airport to be used.
• Issuing any additional information necessary for the safety of flight.
• Supporting flight crews during irregular events such as airborne holding, diversions, and emergency situations.
• Exercising emergency authority when required.
• In the event of an emergency initiating applicable procedures as specified in company manual.
