  • Was assigned to COB Speicher as the Senior Division LEP for the US Army’s 3d Infantry Division C-IED work unit. I provide administrative oversight and operational assistance/guidance to 40 LEPs assigned throughout USD-N, Iraq. Extensive travel by rotary and fixed wing to various Forward Operating Bases and Patrol Bases to provide assistance, guidance and support for Brigade and Battalion level LEPs. Bi-weekly reviews of Situation Reports submitted by these LEPs. Insure compliance with Statement of Work limitations, arming document requirements and training requirements. Assist in developing short term and long term goals. Conduct liaison with various contractor support groups to include National Ground Intelligence Center (NGIC) personnel, Joint Expeditionary Team (JET) personnel, Combined Explosives Exploitation Cell (CEXC) and Joint Expeditionary Forensic Facility (JEFF) Lab personnel, in addition to routine liaison with various US military components and Iraqi Army and Police personnel.
  • Previously assigned as the Brigade LEP to the 3d Brigade of the 1st Armored Cavalry Division. In this capacity I not only provided administrative oversight and support for the seven Brigade LEPs assigned, I also assisted the Brigade Staff Judge Advocate in matters pertaining to Rule of Law issues as dictated by Iraqi law. I routinely interacted with Iraqi judicial officials as well as Iraqi Law Enforcement Officials.
  • Redeployed to US in September 2010. Deployed to Kandahar, Afghanistan October, 2010. Assigned to the US Army 10th Mountain Division as Senior Law Enforcement Advisor for the Division staff. Routinely accompanied US Army Rule of Law attorneys to outlining Afghan courts and police office’s to mentor local national authorities on current criminal and judicial matters.

  • I began my career in law enforcement as a patrolman responsible for enforcement of traffic laws, responding to citizen complaints and reporting of criminal violations with follow-up liaison with the Department’s criminal investigators.
  • After promotion to the rank of Sergeant (1981), I was assigned to the department’s Major Case Narcotics Unit as a first line supervisor where I supervised seven narcotics investigators. In addition to reviewing case work, I also reviewed informant files and employed the use of sophisticated investigative techniques, such as electronic surveillance and wire intercepts with appropriate judicial authorization.
  • I also served on the Department’s SWAT team for an approximate 17 year period, first as an entry operator, then as a team leader and finally as the overall commander of the SWAT team. Orchestrated and conducted operations training for the Dayton Police Department as well as regional training for many outlying jurisdictions.
  • Additional investigative experience includes two years as a full time Internal Affairs investigator, where I investigated charges or allegations of police officer misconduct or other violations of departmental policy or even violations of the criminal statutes of the State of Ohio.
  • As a Hazardous Devices School certified bomb technician for 19 years, I responded to reports of explosive devices where I was responsible for conducting render safe procedures and did follow up investigation on all matters pertaining to the use or discharge of explosive devices. I was also the Bomb Squad Commander for this unit and had oversight on five bomb technicians assigned. I also conducted relevant training for department personnel, to include first responders as well as rank and file police officers along with several federal law enforcement agencies to include Department of Homeland Security (Air Marshal service), Alcohol Tobacco Firearms and Explosives (agents) and Ohio State Patrol personnel in how to recognize explosive devices and proper steps to take to insure the safety of the public. The bomb technician position was a collateral duty to my other primary duties as either a criminal investigator, or supervisor over criminal investigators. I was elected to the National Bomb Squad Commanders Advisory Board (NBSCAB) and during my four year tenure I represented twelve states located in the Central Region of the United States. I was responsible for bomb squad duties and liaison to the Wright Patterson Air Force Base (WPAFB) that fell under the Dayton Police Departments Mutual Aid Agreement.
  • For a two year period, I served as an administrative aid to the Superintendent of the Special Investigations Division. In that capacity I assisted the Superintendent in the day to day operations of the Division and conducted liaison with the command staff that represented the other major divisions within the Department.
  • My final position within the Dayton Police Department was as the Supervisor of the Violent Crimes Unit. In this capacity I supervised all investigations relating to violent crimes within our jurisdiction. Examples of crimes include homicide, assault, rape, robbery, kidnapping, extortion and domestic violence.
  • An auxiliary duty while Supervisor of the Violent Crimes Unit was to serve on the Federal Bureau of Investigation Safe Streets Task Force where I worked primarily cases involving violent crimes (bank robbery, kidnapping, extortion); general property crimes (interstate theft of motor vehicles, interstate theft of stolen property, theft from interstate shipments, theft of government property); drug investigations (Continuing Criminal Enterprise investigations involving organized groups engaged in the manufacture and distribution of cocaine, heroin and other illegal drugs). A tool utilized by me in the conduct of some of these investigations was the use of federal forfeiture statutes, both under the Racketeer Influenced/Corrupt Organizations (RICO) and the Continuing Criminal Enterprise (CCE) Statutes.
