- To draft and issue the official documents required to implement the statutory authority, powers and duties of the Department of Banking and Insurance (including the Real Estate Commission) ("Department"), including rulemaking and public notices, orders, bulletins and final administrative decisions issued by the Commissioner and Real Estate Commission. To represent the Department's position in contested cases before the Real Estate Commission. To communicate with interested parties on potential and actual rulemaking proposals in accordance with the Administrative Procedure Act ("APA") and applicable rules and Executive Orders. To coordinate responses to legal documents served on the Department, in liaison with the Attorney General. To coordinate and draft bill comments on proposed and/or pending legislation affecting: industries and entities regulated by the Department; internal Departmental operations and individual licensees under the jurisdiction of the Department. To coordinate the preparation and submission of contested cases to the Office of Administrative Law ("OAL"). To track and process appointments to various boards and commissions under the jurisdiction of the Department, as directed by the Chief of Staff/Director of Operations. To serve as liaison with the Governor’s Office, federal agencies, the Attorney General’s office and other State agencies, other state insurance departments, and the National Association of Insurance Commissioners ("NAIC") on regulatory matters. To act as hearing officers in Department non-disciplinary hearings. To provide responses to Open Public Records Act ("OPRA") requests. To provide responses to inquiries from Department staff and the public, including referrals from the Governor's Office and from legislators, regarding the banking and insurance statutes and regulations.
