Led recruiting, selection and new employee on-boarding including reference checks, national and state wide background checks, I-9 completions, drug and medical screens, confirmation of professional licenses, and developed and facilitated a new hire orientation training. Used ADP automated HR system for recruiting and payroll processing. Managed payroll functions, payroll reconciliations with Kronos time management system, and all FMLA, Workers’ Compensation for on-the-job injuries, and unemployment claims. Created a partnership with Arlington County Career Center that resulted in placing two to four special needs teens/young adults in internships at The Jefferson, each semester.

  • Implemented and led the first Office of Human Resources for DDOT, a DC Government agency with 750 employees. Created and implemented a comprehensive human resources management strategy and workforce plan that aligned DDOT’s mission, business goals and budget. Served as a strategic partner and advisor to senior managers on human capital management issues including organizational change and transformation, job design, skills development, performance management, performance-based budgeting and workforce statistical analysis. Successfully implemented DDOT’s 2002 reorganization to establish a team structure for achieving a citizen centered, performance driven organization; DDOT’s reorganization required revising hundreds of its job descriptions.
  • Accomplishments – Nominated for the “2003 DC Government Employee of the Year award and promoted to MSS 15. Developed a comprehensive employee development program which was approved and funded by the Federal Highway Administration in 2003 for $320,000 and in 2004 for $420,000. Streamlined HR procedures and processes which reduced the time to process personnel actions from months to days resulting in the elimination of hundreds of backlogged personnel actions, the filling of 300 vacancies and promotions of 90 employees, in record time. Developed DDOT’s first new hire orientation training. Selected to serve on the DC Diversity Task Force, the Civil Rights Advisory Team, and a citywide Task Force formed to identify a citywide automated HRIS system.

Partner with DC prison system’s work release program to maintain and beautify large District of Columbia park areas.

  • Accomplishments – Selected to serve as DPR’s interim Director in 1999. In 1998 was awarded a monetary bonus for outstanding performance. Led a business re-engineering initiative with consultants Booz/Allen/Hamilton which resulted in a comprehensive business plan to better achieve DPR’s mission and goals with identification of more contemporary and relevant programs and services for District of Columbia youth and seniors. Implemented the IT initiative outlined in the business plan by providing computers in local recreation centers for after school programs and District youth and through coordination of computer training.
