FTA Technical Assistance Program
- Responsibilities included: Development of the Federal Transit Administration’s program of Technical Assistance to Transit Agencies in the areas of Security and Emergency Management at 27 of the largest 50 Transit operations in the United States; Review of previously conducted Threat & Vulnerability Assessment recommendations; Development of Threat & Vulnerability Assessments for Transit System facilities Sacramento, Pittsburgh, Cincinnati, St
- Louis); Providing guidance in the completion of Contingency Planning documents related to potential terrorist threats to transit agency infrastructure elements; On-site review of security readiness in terms of HSAS threat levels, development and application of Protective Measures for the Transit Agencies; and Preparation of technical assistance materials/notebooks.
CTA Triennial Review
- Participated as a team member in the 2004 and 2007 CTA Triennial Reviews – responsible for Safety & Security reviews for Tunnel Emergency Entrances/Exits, Signage and Communication, and Maintenance Facility Shops & Yards
Denver RTD Security Awareness Performance Audit
- Responsibilities included: Conduct of a complete security audit for the Denver Regional Transportation District; and Reported the results from that audit to the Office of the Colorado Auditor and the Colorado Legislative Committee.
Trinity Railway Express Threat & Vulnerability Assessment
- Completed a system level Threat & Vulnerability Assessment for the entire infrastructure of Trinity Railway Express (TRE)
- Results were presented to DART and Ft

- Eldredge include detailed safety analyses/audits and higher level hazard analyses/audits of safety critical aircraft control systems/equipment, including flight control and gust load alleviation systems

- Many of the studies and assessments were based on leading safety standards and regulations including FAR Part 25:1309 (Equipment, Systems and Installations), DO-178 (Software Considerations in Airborne Systems and Equipment Certification), MIL-STD-882D&E (Standard Practice for System Safety), and DODI-8560-1 (Information Assurance Certification and Interim Authorization to Test)

Sao Paulo Monorail Validator (Bombardier Transportation (BT) Signaling System Validation)

- Responsible for assisting in the conduct of validation activities that are intended to provide confirmation, through provision and examination of objective, that the safety requirements for the SPET Monorail CBTC System and subsystems have been fulfilled
- The activities include reviewing evidence based on the documentation relative to procedures and testing of the CITYFLO 650 CBTC signaling system (supplied by BT for the SPET Monorail project) that the system and its components, as designed and built, meets the defined safety integrity level, in accordance with the results from factory and field testing.

- Responsible for all Safety and Security Oversight activities required under 49CFR659 for Ohio Department of Transportation for the GCRTA rail system, including: Planned and Managed the September 2009 and November 2012 GCRTA Triennial Audits – including developed the RSSPP and SSP Checklist materials for the conduct of the audit; Participated in and managed the conduct of the audit ; Completed the analysis, based on the findings from the audit; Prepared the GCRTA Triennial Review Report; and Evaluated and approved the Corrective Action Plans based on the findings from the audit
- Additionally, reviewed SSPP/SSP documentation and programs for compliance with the ODOT Standard and 49 CFR 659; Reviewed Incidents & Accidents – prepare Accident/Incident Review Checklists; Tracked Corrective Action Plans; Conducted special studies and reviews for ongoing operation’s issues; and Developed ODOT Annual Report to FTA for GCRTA safety and security operations.
