  • In my current role, I serve as a Government Information Specialist, where I hold the responsibility of being the Department of Veterans Affairs Office of Acquisition Logistics and Construction's principal technical expert, analyst, policy developer, functional expert, and advisor on all matters relating to the management and oversight of the FOIA (Title 5 U.S.C. Section 552) and the Privacy Act (Title 5 U.S.C. Section 552a) programs, and as the policy proponent and program administrator for all Personally Identifiable Information (PII) incident reporting and notification.
  • I am responsible for providing expert advice, assistance, policy guidance and staff advisory services to the OALC front office on component office activities regarding FOIA, PA and PII incident reporting and notification.
  • I serve as the organization's expert for all FOIA/PA items.
  • In my current position, I exercise delegated Initial Denial Authority and Access and Amendment Refusal Authority from Principal Executive Director (PED), OALC, to grant official requests to obtain information from, to gain access to, OALC cases and records.
  • I review requests for cases and records and determines if a discretionary release is appropriate in accordance with existing regulations and laws.
  • I currently serve as the access and refusal point of contact on behalf of the PED, OALC, determining whether to amend the record or to deny amendment.
  • I work closely with the Office of Public and Intergovernmental Affairs, the Office of General Counsel, and other relevant offices to resolve conflicts and differences of opinion on the release of information.
  • I am responsible for the management and the dissemination of advice on day-to-day processing of FOIA/PA requests to ensure timely and accurate responses.
  • I arrange and conduct training, as necessary, for OALC staff on policy, procedures, and processing issues.
  • I maintain accurate, up-to-date automated database of all FOIA/PA requests to ensure timelines are met and the status of each request can be determined.
  • I conduct reviews and analyses of workload to identify problems and possible management efficiencies.
  • I task out requests to component offices when necessary and tracks to ensure timely responses.
  • I currently prepare required reports, briefings, slides, and other information to meet statutory and regulatory requirements and to keep OALC leadership fully apprised of FOIA/PA activities.
  • I make inter- and intra-agency contacts with members of Congressional staffs, Department of Justice, and representatives of the media.
  • I currently possess the authority to make independent judgments concerning discretionary releases of information on a case-by-case basis.
  • Also, as a Privacy Officer for the Office of Acquisition, Logistics and Construction (OALC), I exercise risk management by reviewing and signing off on all Privacy Impact Assessments (PIA) and Privacy Threshold Analyst (PTA), to ensure that all new information systems that contain personally identifiable information are properly identified.
  • I regularly develop and participate in privacy awareness activities to ensure that staff are aware of data security, cyber security threats, privacy breaches, protecting and safeguarding Protected Health Information (PHI) and other forms of privacy violations.
  • I also ensure that staff is aware of how and where to report any suspected or confirmed privacy incidents/complaints.
  • My position also includes working with the Information System Owner (ISO) and the Information System Security Owner (ISSO) to ensure that privacy language is included in all VA contracts that contain Sensitive Personal Information (SPI and that all PTAs and PIAs are properly and correctly drafted.
  • As a Records Officer I was responsible for overseeing the creation, maintenance, classification, and disposition of the Office's records in accordance with legal and regulatory requirements.
  • I ensured records are properly indexed and tagged with metadata.
  • I applied approved retention schedules, and coordinate secure disposal or archival transfer.
  • My role includes supporting audits, training staff on records policies, and collaborating with privacy, FOIA, and IT teams to safeguard sensitive information and maintain compliance.
