  • Senior Continuity Planner providing oversight and program management for multiple Business Continuity Plans directly affecting overall DFAS pay operations and other Mission Essential Functions (MEFs). In 2018, DFAS made $558 billion in disbursements and processed 135.6 million pay transactions for the Department of Defense.
  • Provide guidance and assist multiple DFAS sites (an Agency of over 12,000 personnel across 8 Sites) in defining, establishing and maintaining roles and responsibilities for these plans providing Site-level Business Continuity Planning training on sound continuity principles, and serve as coordinator and advisor for Site level exercises.
  • As agency level subject manner expert, responsible for training Site Planners and Continuity Planning Work Group members (CPWGs) on utilizing the Business Continuity Planning Tool (BCPT), enterprise Business Resiliency Planning (eBRP) system. eBRP is DFAS’s official and only Business Continuity System.
  • Responsible for the training of over 100 CPWG members to include DFAS Japan Planners and their CPWG as well as DFAS Limestone Planners and their CPWG. In addition to Japan and Limestone, also responsible for the training of several Agency level mission areas.
  • In addition to training and being the Agency POC to several sites and mission areas, also responsible for applying knowledge of Business Continuity Planning to identify and analyze issues, and developing recommendations to resolve substantive problems related to Continuity Planning.
  • Responsible for developing exercises to be carried out by business units and Sites and providing guidance to organizational leaders on regulations or directives concerning Continuity of Operations Planning (COOP) and Crisis Management System operations including Alert Notification Tools (ANT) and Alert Warning Systems to include Send Word Now (SWN) which is the official ANT for DFAS.

  • As USAG Daegu’s Installation Emergency Manager, senior planner responsible for the direction, planning, coordination, management and completion of tasks relevant to the Garrison’s All Hazards Emergency Management Program.
  • Responsible for analyzing, coordinating, managing and maintaining near and long range contingency, emergency response, Anti-Terrorism/Force Protection, Chemical, Biological, Radiological, Nuclear, and Explosive (CBRNE), and Continuity of Operations Plan (COOP) / Business Continuity plans for the largest Garrison on the Korean Peninsula.
  • Lead planner and coordinator for Installation Emergency Management / Antiterrorism Full Scale Exercises, Functional Exercises, and Table Top Exercises. Coordinate with Host Nation, military tenant units and Garrison staff in execution of these exercises. Work closely with tenant Medical units, Military Police, and other First Responders during planning and execution of these exercise.
  • Serve as the garrison Emergency Manager with full responsibility for managing and executing the garrison’s crisis and emergency management response. Augment the Emergency Operations Center (EOC) upon activation for peacetime contingencies (destructive weather, COOP), AT/FP events, and war preparation. During activation of EOC/IOC direct a staff of civilians and military personnel in order to accomplish mission objectives.
  • Collect, assemble, prepare and disseminate information to Public Affairs Officer (PAO) for release to community. Work with PAO to develop communication strategies during contingency events. Draft web based community messages for PAO to release to the public (audience of over 5,000 personnel). During contingency events, assist with coordination of community relations and public information programs.
  • Help develop, write and give input on articles that deal with contingency and emergency events. Prepare briefings and talking points during contingency/emergency situations.
  • Responsible for managing the USAG-Daegu emergency operations, CBRNE, and Force Protection (FP) briefing program and serves as a briefing officer for military and civilian dignitaries visiting the installation. Coordinates and monitors Joint Chiefs of Staff directed Anti-Terrorism/Force Protection operations, missions, and training requirements.
  • Responsible for planning Fiscal Year budget in regards to all EM purchases, training events, etc. Responsible for coordinating contracts to upgrade the Installation Operations Center (IOC). As the EM, initiated, coordinated and executed an upgrade package to the Operations Center in excess of $100,000 USD.
