  • I manage the Long Range Broad Agency Announcement (LRBAA) Program and provide support to the S&T Directorate for Targeted Broad Agency Announcements (BAAs). I ensure they are structured to meet the broad needs of DHS S&T and utilize the advancement and application of scientific and technical knowledge to meet DHS operational needs.
  • I develop guidance and processes for S&T Program Managers to effectively use Targeted BAA and LRBAA to engage industry in addressing DHS technology needs. I develop internal and external materials to promote the LRBAA Program and educate DHS Components on how to make the best use of the program. I provide functional requirements for the development and implementation of the Industry Partnerships Portal to meet the process requirements of the LRBAA and BAA. I manage processes, user guidance, and forms for the LRBAA topic submission, industry engagement and proposal submission, and government review and evaluation. I identify issues and gather feedback from Industry, Academia and internal DHS users on the LRBAA and Targeted BAA programs. I develop solutions and work with S&T Offices/Divisions to refine and implement process improvements. This responsibility includes ensuring that the LRBAA portal is fully functional and reflects any changes required by process, policy or performance requirements. I analyze data to determine the efficacy of the solutions.
  • I continue support the Prize Competition Program during its ongoing transition to a new program manager. I ensure communication of previous efforts and the transfer of documentation for all prize competitions and program processes. I work with NASA Center of Excellence for Collaborative Innovation (CoECI) to process PRs and provide documentation for the Interagency Agreement to support prize competitions. I provide historical knowledge and subject matter knowledge to resolve and provide recommendations for issues.

  • I applied theories, concepts and practices of the federal Small Business Innovation Research (SBIR) Program including its activities and acquisition processes from solicitation development through award administration and closure. I revised the SBIR topic submission form to require information on the potential for transition/commercialization to meet DHS needs. I updated the solicitation language to ensure compliance with new legislation and to clarify submission requirements and procedures. I identified critical tasks included in the solicitation and evaluation process to develop a team checklist that designated the responsible party and completion date required for each task. I planned and executed a live web series (Deconstructing SBIR) to provide outreach and education to industry on the SBIR program and to increase Women Owned Small Business participation. I developed and conducted Topic Generation Training to assist with the development of topics. I served as the contracting officer for SBIR to review contract award status, resolve issues, and communicate programmatic needs. I developed a process for addressing delinquent approvals for SBIR contract invoices.
  • I applied SBIR management principles and processes to carry out fact finding and analysis to assess program development. I developed application forms for the CRPP (Commercialization Readiness Pilot Program) and OATS (Other Agency Technology Solutions) program that collected information essential to verify the basic enablers for transition were part of each project and were supported by DHS components. This ensured that funding was provided to the efforts with the greatest probability of transition to meet DHS needs. I oversaw the Commercialization Assistance Program contract, including providing guidance and mentoring strategies as well as identifying SBIR Success Stories and the DHS impact of the technology development.

  • As the Naval Air Systems Command (NAVAIR) Small Business Technology Transfer (STTR) Lead, I managed the planning and execution of the STTR Phase I, Phase II and Phase II.5 Commercial Readiness Program (CRP) efforts. I also provided guidance to and oversight of programs and competencies on Department of Defense (DoD), Navy, and NAVAIR SBIR policies and public laws governing the SBIR Program. I reviewed NAVAIR SBIR and STTR policies and processes, ensuring the SBIR Program was in compliance with not only SBIR law, but also with Congressional, DoD, International Traffic in Arms Regulations (ITAR), Information Technology (IT), Security, and contracting regulations. I conducted analysis and developed guidelines for implementing Phase I, Phase II, and Phase II.5/CRP regulations in response to changes in legislation.
  • I developed spend plans, set budget allocations, defined program schedules (including solicitation) and created milestone charts. I worked with the Technical Points of Contact (TPOC), other government, industry, and academia in order to ensure alignment with the NAVAIR SBIR/STTR program goals. I planned and managed the finances of multiple-year contracts, ensuring that they aligned with budget year allocations.
  • I worked with contracting officers and specialists to develop and implement evaluation, documentation, and contract award processes to ensure the timely obligation of funding. I also conducted several pilot programs with other Navy System Commands (SYSCOMs) to determine the feasibility of a Navy Contracting Center of Excellence (CCOE) for SBIR/STTR awards.
  • I planned and executed the STTR topic generation process, including Board Meetings, and ensured that the outcomes aligned with the needs of NAVAIR programs. I managed the Phase I and II evaluation and award process in accordance with congressionally-mandated schedules and deadlines. I mentored TPOCs on scheduling, cost and evaluation processes, and unique SBIR/STTR challenges. I also developed and managed training for Program Executive office and program staff, TPOCs, contracting officers, prime contractors, and technical competency personnel on how to generate and maintain SBIR/STTR standard work packages and processes.
