Quality Assurance Specialist/Contracting Officer Representative

  • Coordinate with post-award staff to advise on contract compliance regarding execution, financial discrepancies, payment terms, deliverable timelines and security breaches.
  • Serves as Quality Assurance Evaluator (QAE) with functional responsibility in one or several Logistics functions. Performs contract administration and quality assurance to insure contractor compliance with contract requirements for evaluation and surveillance of service contracts.
  • Prepare Statement of Work (SOW) or Performance Based SOW or Performance Work Statement (PWS), or Statement of Objectives (SOO) in order to establish solicitation's technical terms and conditions, create and/or review IGCE to ensure estimated costs are within budget and appropriate for effort and assist in planning through technical aspects of proposal evaluation process and develop evaluation criteria such as a QASP.
  • Review and Analyze daily and operational risk (low, medium, high), as appropriate, technical information to assist in determining type of contract and level of competition to leadership and contracting office. Evaluate contractor performance and input accordingly in CPARS.
  • Serves as Quality Assurance Specialist/Evaluator and Contracting Officer Representative (COR) with responsibility for developing contract modifications, government negotiation documents and quality assurance program for assigned contracts and assists in developing and managing quality assurance program for Logistics Readiness Center (LRC) Logistics contract. Serves as Alternate Contracting Officer (ACOR) for LRC EAGLE Logistics contract and acts on behalf of Primary Contracting Officer Representative (COR).
  • Provides recommendations on modification to contract based on analytical determinations and calculations. Assists in preparing requests for modification and Independent Government Estimates (IGE) and monitors modification progress throughout approval process. Assists in analyzing requests for modification for correlation between PWS paragraphs, performance standards and associated workload.
  • Coordinates modifications with QAE's for review/comments on inspection criteria. Responsible for management of quality assurance program. Performs quality assurance surveillance and spot check inspections of contractor performance in or several logistics functions: Administrative and Personnel Support, Supply, Maintenance, Transportation and data quality in related automated information systems.
  • Serves as primary liaison between Contractor and Contracting Officer; monitoring and evaluating contractor's performance, prepares reports of findings, maintain complete working file for assigned contractual instrument and provide additional substantive oral communications, notes and/or summaries to include copies of written correspondence (including electronic communications) with contractor; to Contracting Officer and ASA Chief (for situational awareness) in a timely manner.

  • Advised facility managers in application of appropriate problem solving methods and techniques pertaining to various service contracts. Prepared correspondence, reports of inspections and investigations with recommendations for action. Examined records, reports, or other documents to establish facts or detect discrepancies. Inspected over 200 government facilities, to ensure compliance with contract specifications and legal requirements.
