Administrative chief executive for the Mutual Self-Help Housing Program, Multi-Family Housing Projects, and other programs for Housing America Corporation (HAC). Report to Board of Directors with updates, information, analysis, and recommendations. Implements Board of Directors directives, assists in designing direction of HAC, directs day to day operations of HAC, and directs fiscal and personnel operations. Responsible for administering general policy and mission of HAC under directive of the Board of Directors.


Duties & Responsabilities:

• Prepare the Technical Assistance Grant as directed by the Board of Directors for submittal to (the United States Department of Agriculture – Rural Development (USDARD). Implement and carry out the program as approved by the Board of Directors and USDA.

• Provide the Board of Directors, USDA, and other grant sources with a monthly and/or quarterly summary of all program activities including Technical Assistance budget information, family construction progress and personnel performance.

• Work with USDA on the local, area, state, and federal level to assure compliance with USDA policies and procedures as they apply to technical assistance grantees. • Serve as primary liaison between Grant Agencies and Governmental entities. • Act as the primary liaison between the self-help organization and USDA Rural Development for matters pertaining to grant and loan processing.

• Prepare progress reports for funding sources and/or Board of Directors to assist them in planning or program expansion.

• Responsible for bringing grant in on time following grant proposal.

• Administers the multi-family rental housing projects. Long-term asset management, fiscal compliance, and reporting guidelines.

• Responsible for land development, accounts revisable, capital improvements projects (CIP), budgeting, and grant writing.

• Research, evaluates and develops potential program areas for HAC, supervise HAC’s program and corporate fundraising efforts, prepare report on ongoing and potential programs and appraise Board of Directors on progress of the same.

• Manage Program Directors and Accountant and staff.

• Delegate tasks and see that staff member’s satisfactorily complete assignments to assure that program goals are accomplished.

• Implements personnel, affirmative action, and evaluation policies.

• Represent the agency and the Mutual Self-Help Housing Program, Multi-Family Housing Projects, Housing Counseling Program and Land Development to community group’s local governments and the media, perspective clients and other interested parties.

• Prepare grant and loan applications and identify and secure alternative funding sources, develop new program areas and projects as directed by the Board.

• Conduct complete home or office interview. Collect credit and employment data for verification for each applicant. Assist applicants in processing of a Rural Development 502 loan.

• Organize agenda, create informational brochures/flyers, and conduct meeting to inform interested and/or selected participants about FSS program goals and objectives, assess forms a variety of functions associated with interviewing and determining initial and continued eligibility for the Section 8 Housing Voucher Program.

• Respond to inquiries from participants and unsuccessful applicants; maintain lists and files of eligible applicants not yet able to be assisted; respond to applicant questions regarding their housing assistance status.
