Supervisory GIS-Privacy/FOIA Officer

  • As the Supervisory Government Information Specialist, I serve as the primary Privacy Act and Freedom of Information Act (FOIA) Officer and have technical and administrative responsibility for the facility's Privacy, FOIA, and Records and Information Management programs.
  • In this capacity I oversee the entire privacy program for over 2,000 employees at the Buffalo VAMC, Batavia VAMC, and seven Community Based Outpatient Clinics and also serve as the Alternate Records Management Officer for all facilities listed above.
  • In my Supervisory role I manage a staff of two employees consisting of the Alternate Privacy Officer and a Program Support Assistant. I prepare all mid-year and annual appraisals and provide counseling as appropriate.
  • I approve or deny all leave requests and prepare quarterly leave usage for statements. I verify and certify all time sheets and confirm all required training has been completed for my employees.
  • I assign all work in the privacy office and monitor for timeliness and accuracy. When time permits, I also provide development opportunities for my employees both inside and outside of the privacy office.
  • My main duties and daily responsibilities include the following: Implements, manages and monitors, the Privacy and FOIA programs.
  • Distributes information, prepares facility-specific policy guidance, and reviews facility processes and workflow.
  • Ensures information is appropriately safeguarded, used, and disclosed.
  • Reviews contracts and other facility agreements for privacy and other appropriate language.

Records Management/Privacy Officer/FOIA Officer

  • I am the subject matter expert and records liaison for administrative records.
  • I am responsible for a providing oversight for the VBA VACO records management program; developing all policies as necessary to assure sound governance and stewardship of the records handled by staff VBA-wide; conducting thorough analyses of proposed, established or amended legislation, regulations, manuals, circulars, policies and procedures to accurately determine the intent for advisory purposes.
  • Determining the applicability for impact on Veterans Benefits Administration (VBA) administrative programs; developing, reviewing, and as appropriate, recommending revisions to procedural directives, records management policies (including Freedom of Information Act and Privacy Act correspondence), and other VBA administrative policies, forms and form letters.
  • I coordinate the preparation for VBA publications, administrative issue, form and form letters for dissemination and the collection of information for reports.
  • I oversee and manage the records information life cycle, maintenance (use, file and access), amendment, and disposition (destruction, shredding, sanitization and transfer).
  • I provide numerous services to management officials, VBA business lines and fellow employees on an as requested basis.
  • This includes but is not limited to: writing policies and procedures relating to Records Management practices; creating a training program for Division Records Management Offices (DRMOs) pertaining to Records Management; processing special requests for red shred envelopes and red shred bags; unpacking and delivering to the proper division/employee or placing all supplies in the proper supply area within five days of receipt; establishing a shred drop off schedule with all business lines; obtaining shred from all business lines and placing shred in shred bins; scheduling outside contractors (shred vendor) to perform functions unable to be performed in-house.
  • This includes coordinating schedule for shred pick-up and delivery of shred bins; ensuring that all shred is removed from the building in a reasonable amount of time.
  • I identify ways to improve the efficiency of shred being removed from buildings.
  • I proactively recognize needs of customers {business lines), anticipate outcomes and make recommendations to achieve desired results.
  • I process these in accordance with the above timeliness standards or other standards established by division management.
  • I also communicate and interact in a professional, courteous and helpful manner with all management officials, business lines and fellow employees throughout VA, Central Office staff, VA Regional Offices, VA Regional Counsel Staff, Office of Inspector General (OIG) staff, and other Federal and State staff involved with information protection.
  • I provide customers with consistent information based on established records management policies and procedures, and maintain positive, and helpful relationships with internal/external customers by exercising tact, diplomacy, and cooperation.

  • I have sponsored VSOs for PIV cards, handled the return and delivery of GSA vehicles and helped the mailroom staff with sorting and mailing of letters.

  • I consult and communicate with customers throughout the VA and VBA (e.g., management, business lines, fellow employees and vendors on a daily basis.
