  • My duty and responsibilities within the GSO team. I have been in the position of supporting all six GSO portfolios since August 2023. These portfolios consist of Housing, Procurement, Travel, Motorpool, Property and Warehouse, and Shipping. Specifically, my focus is on overseeing the housing and leasing activities. This includes ensuring that our team adheres to standard procedures and department guidelines when commissioning and decommissioning houses. Additionally, I work closely with the IAHB team to recommend suitable housing for incoming officers and liaise with real estate agents to secure properties that meet USG requirements.
  • Furthermore, I am responsible for preparing and submitting detailed housing survey reports, tracking arrival and departure cables, and establishing communication with sections/agencies to anticipate and meet housing needs. I also oversee make-ready activities and conduct inspections prior to occupant arrivals, as well as engage with incoming officers to address any housing-related issues.

  • Coordinating efforts with Overseas Building Operations (OBO) and Interagency Housing Board to establish build-to-lease housing project at post to acquire over 100 new housing units.
  • Mentored two rising Housing employees, resulting in their promotion to a higher grade and more responsibility.
  • Accra Mission grew by 35% in the past 5 years. This rapid growth caused gaps in staffing and service by all ICASS service providers- especially Motor Pool and housing. To remedy this, I secured approval to add 11 new positions and increase the Motor Pool fleet size. As a result, the Mission is now able to support more service requests and VIP visits.

  • Responsible for the supervision of all warehouse activities, including tracking expendable and non-expendable property (administrative supplies), planning and managing annual inventory and reconciliation, coordination of property auctions and facilitating the house make-ready process
  • Coordinated with GSO Management Office to procure goods and services, such as furniture, general supplies, and contractors for services while ensuring procurements are tracked, received on-time, and are within budget
  • Directly supervised 32 GSO property locally employed staff. Mentored employees to provide better customer service. Drafted performance evaluations and identify career opportunities for employees
  • Approver for in country travel for motor pool staff. This required careful review of travel authorizations and vouchers during absence of the S/GSO
  • Coordinated with facility maintenance team to repair and maintain government owned and leased properties in accordance with Department of State service standards. Ensured that facility maintenance have the appropriate expendable supplies in stock to address all repair issues at embassy residences
  • Guided Housing staff to select residences for housing pool, leasing support, and recommend residence assignments to the Interagency Housing Board
  • Key Accomplishments:
  • When I started this position, I found the property stock in the warehouse was over 29% percent, which well over the standard and was wasting government money through inefficiencies. To quickly minimize further losses, I organized the mission’s first continuous online auction. This event not only moved out dead stock efficiently it also regained a significant amount of money for the Mission. Lastly the online auction minimized administrative costs as it required less personnel involvement and space
  • I liaised with the Washington ILMS team to roll out the Department's new Annual Inventory Modernization (AIM) system deployment to post. Because of this, Kampala was one of the first AF Bureau posts to use AIM, which resulted in a smooth annual inventory process, unlike previous years, where other activities had to be put on hold on until after inventory.
  • I recognized need for capacity building of staff in customer service and warehouse safety operations. I brought three trainings to post, as a result property staff customer service ratings improved, and the property team won a Mission customer service award. Employees are also now certified to safely operate warehouse equipment, improving productivity.

As a result, over 45 drivers became trained in defensive and armored vehicle training; more drivers were trained and more than $225,000 in training costs and time were saved.
