Telecommunications Engineer/Project Manager

2019-2020 - LSTechnologies (LST) Group Manager overseeing 5 teams of telecommunications professionals with 30+ personnel supporting Federal Aviation Administration (FAA) nation-wide data/voice network deployment and operations. The teams had duties ranging from system/service engineering, network implementation planning, network site preparation and deployment, telecom service billing reconciliation and application certification. During this time also acted as team lead and regional working member of the team responsible for nationwide FAA service deployment and project planning (see below).

2012 -2019 - LST National Network Implementation Team Lead and regional team member. Manage team of 6 network deployment engineers responsible for the planning, implementation and transition of 1000+ FAA telecom service per year. As Team Lead for LST staff, also act as deputy for FAA (customer) Network Implementation Manager. Duties included:

  • Assess FAA telecom site service, space and power requirements
  • Estimate and help procure project funding from various FAA entities.
  • Develop and maintain documentation for telecom systems, equipment inventory and floor plans.
  • Coordinate site survey and site prep requirements and site prep completion. Includes floor space, site power and HVAC, Telco access to site and building improvements.
  • Develop and review site deployment project plans and work to gain consensus between FAA headquarters, regional FAA service staff and FAA site administrators.
  • Perform haz/mat and risk mitigation analysis as well as existing telecom service impact.
  • Develop quarterly and annual reports for overall deployment schedule
  • Gather FAA application projections to develop overall network cost, resource, schedule and capacity forecast on a running 4 year cycle.
  • Coordinate closely with FAA Operations to ensure new telecom service quality and mitigate impact to disparate systems.
  • Provide ongoing personnel training in both networking and project planning disciplines.

Network Transition Coordinator

Federal Aviation Administration (FAA) planned nationwide replacement of Telco line-based network with hybrid Telco/TCP system from a new vendor. This was a high pressure position as financial deadline penalties were severe from the legacy vendor. Initial network was a one-for-one replacement of all existing services along with constant influx of new FAA service requirements.

In my capacity as Network Transition Coordinator for the Western Pacific Region (11 western US states, Hawaii, Guam, Samoa) I managed completion of:

  • Develop network service transition and test procedures.
  • Provide FAA and contract staff with ongoing test equipment and procedural training.
  • Plan network deployment activities to ensure most cost effective decommissioning of old services.
  • Track new network service delivery and ensure pre-cutover testing to certify new service readiness.
  • Coordinate and schedule FAA and contract support staff to perform final service transition.
  • Visit problem sites to troubleshoot and resolve Telco and network transition failures, as needed.
  • Liaison with FAA Operations to ensure new network service and application are functioning properly.
  • Coordinate service disconnect with old vendor.
  • Follow up with ongoing service billing issues with old vendor.
  • Ensure that FAA documentation was updated after transition complete.
  • Ensure ongoing operational service performance monitoring was in place.

Senior Telecommunications Engineer

Support FAA in preparation for nationwide transition from previous vendor Telco line-based network to new hybrid Telco/TCP network. My duties were in the 11 western United States, along with Hawaii, Guam, Samoa.


  • Assist in development of site survey requirements package to identify Telco site access, cabling issues, available space, power, grounding and HVAC capacity.
  • Perform site survey to identify same, as well as capture and document all existing telecom services that need to be transitioned to new network.
  • Develop project plan to detail schedule, impact and scope of work for each location
  • Complete identified site preparation work needed to accommodate new network installation. This included arranging for new and redundant Telco access, space preparation, power and HVAC upgrades, building improvements.
  • Assist new vendor and FAA with new network equipment installation and test.
  • Coordinate with FAA network operation to ensure network monitoring visibility and functionality.
  • Perform select high value service cutovers.
  • Monitor network equipment burn-in and assist vendor in addressing any issues.
  • Begin development of training materials in support of service cutover pre-test, transition and verification.

Lead Product Support Engineer
