  • Evelyn developed the scope and fee and schedule for the preliminary schematic layout of County Road 233 (CR233) and County Road 240 (CR240). She led the team to several milestones as a deputy project manager and task lead designer. Her role in CR240 was to develop a schematic plan for approximately 4,300’ while maintaining the roadway work, drainage and culvert layouts within the existing and proposed right-of-way. Other responsibilities included field reconnaissances, data collection from the county’s database, weekly check-in with her team, monthly progress meetings with the client, budget analysis, and scheduling. She oversaw a team of two younger staff and two senior staff members. Her design efforts were limited as she focused on the management of the project, however, she continued to quality control the plans, the proposed cross sections, typical sections, drainage design and overall project production. Her responsibilities in CR233 were to manage the team, focus on the team’s efforts and maintain a good line of communication between the team and the client during the milestones of the project.

  • Evelyn was responsible for converting a five-lane undivided highway into a four-lane divided highway to improve traffic flow. As the lead designer, she established the existing alignment, developed typical sections, and created three alternative designs. Using MicroStation, PowerGeopak and 3D modeling, she created horizontal and vertical alignments and optimized these alignments to improve traffic flow, adding four ramps according to TxDOT’s design standards. She also coordinated drainage solutions and traffic control plans for future construction. The 60% submittal required presenting the preferred design, ensuring the design met TxDOT’s standards while working closely with the project manager and subcontractors to ensure the project stayed on schedule and within budget. The 100% submittal required to review her Value Engineering (VE) presentation for the 90% submittal and implementations recommended on the final submittal accepted by TxDOT. As the deputy project manager her responsibilities included detailed design, calculations and coordination between the internal engineering team, the subcontracting teams and the PS&E team to ensure the design worked within environmental constraints and was feasible for construction. She also managed two supplemental agreements between submittals, budget, schedule and invoices. She also signed and sealed the 100% accepted plans by TxDOT. The estimated construction cost was $264M.

  • Evelyn led the effort for the design for the pavement rehabilitation of County Road 404 in preparation for the ongoing constructions of the Samsung Manufacturing plant. The pavement improvements required reconnaissance of the existing pavement due to the significant increase in traffic volume. Evelyn responsibilities included preparation of plans for Williamson County for 90% and final submittal, collection of existing data from the county’s database, preparing traffic control plans, develop a preliminary and detailed cost estimate, providing general and governing specifications as well as provide a construction schedule for bidding purposes, she also had to produce all efforts of the project in a compressed schedule of only a month and half per the county’s request. Evelyn also led efforts to produce all labor on this project using OpenRoad Designer. The estimated construction cost was $2M.

  • Evelyn assisted in the design, traffic control and signing and pavement markings for the preparation of plans, specifications, and estimates (PS&E) along 1.8 miles of E Martin Luther King and FM 3177. Her focus was to help enhance the bicycle and pedestrian mobility in collaboration with the City of Austin’s Corridor Program Office (CPO). She assisted in the design of the continuous shared-use path alongside EMLK while working within the constraints of existing right-of-way and utility conflicts. This required providing detailed explanations, pros and cons, and cost estimates for each option. Contributed to the Traffic Control Plan (TCP) for SH 176, ensuring constructability and work-zone safety. She also improved the vertical alignment to maintain proper cover over cross culverts and assisted in establishing right-of-way (ROW) limits to support accurate roadway geometry and minimize impacts. As an assistant project manager, she coordinated with an external design team to handle 8 miles of the project while ATG managed the remaining 29 miles. She held weekly meetings to track progress, discuss design questions, and ensure alignment with TxDOT’s requirements. The estimated construction cost was $485M.
